EAGLE PLANNING AND ZONING MEETING
October 4, 1993
The Eagle Planning and zoning Commission met in regular session on
October 4, 1993. Chairman SMITH presiding.
The following members were present: PAULINE HINMAN, BERT BRADLEY,
KEN SMITH, DONALD BRINTON, MARY BERENT.
Moved by BERENT and seconded by BRADLEY to approve the minutes of
the September 13, 1993 meeting with the following corrections:
1. The vote on the Fall Creek public hearing was not recorded.
2. The motion on conditions for the approval of Fall Creek
Subdivision/annexation/zoning should read" the Eagle Impact
Area boundaries are not changed"
3. The minutes should reflect the discussion on the PUD Code
standards 8-8-6-3.B, a reference that the final development
plan requires the Commissions recommendation to the Council.
ALL AYE:
MOTION CARRIED.
PUBLIC HEARING/Rick's River Ridge Subdivision
Chairman SMITH announced that this was the time and place set for
a public hearing on Ricks River Ridge Subdivision.
Applicant: Craig VanEngland
Location: 747 W. State St, Eagle
proposal: A Subdivision - R5 zoning, 15.6 acres, 55 building
lots, 3 common lots, gross density 3.5 units per acre.

Concerns of the public:
streets mandated by ACHD
Public hearing closed at 8:20 p.m.
Fencing of the property, change in the
Discussion of Commission: a desire for a common lot in a location
other than on State St., the concern of the material change in the
plat due to the street design, no pathways in the subdivision.
Moved by BRINTON and seconded by HINMAN to instruct the developer
to submit a revised plat to the Commission after appropriate notice
and procedures have been observed. ALL AYE: MOTION CARRIED.
Chairman SMITH announced that this was the time and place set for
a public hearing on Bosanka Village Subdivision.

of Rd.
proposal: a subdivision preliminary plat on 7.37 acres, 30
single family dwelling lots, density 3.76 lots per acre.
Public Testimony: in favor: Richard and Erika Peterson, Jack C.
Warner, William Cohen. There was no opposing testimony.
The public hearing closed at 9:05 p.m.
Moved by HINMAN and seconded by BRADLEY to approve the preliminary
plat for Bosanka Subdivision with the Eagle Standard Conditions of
Approval and in addition the developer is required to provide a
pathway on the S. border of the project and a pressured irrigation
system if at all feasible. ALL AYE: MOTION CARRIED.
FINDINGS OF FACT AND CONCLUSIONS

Moved by BERENT and seconded by BRADLEY to accept the findings with
the same change as reflected in the motion accepting the September
13, 1993 minutes regarding the impact area. Also to change the
spelling of the name Dedrickson in the findings. ALL AYE: MOTION
CARRIED.
ORDINANCE 230 (CONTINUED)
An ordinance relating to street improvements, to establish
performance standards for curbs, gutters sidewalks, lights and
trees along certain areas of State St. and Eagle Rd.
After discussion there was a motion by BRINTON and seconded by
HINMAN to recommend adoption of the ordinance. ALL AYE: MOTION
CARRIED.
Kelli Blair reported on the activities of the City Council.
There being no further business the meeting adjourned at 10:10 p.m.
