April 19,1993
The Eagle Planning and Zoning Commission met in regular session on
April 19, 1993. Chairman SMITH presiding.
The following members were present: LLOYD GERBER, PAULINE HINMAN,
BERT BRADLEY, KEN SMITH, DONALD BRINTON, MARY BERENT.
Moved by HINMAN and seconded by GERBER to approve the minutes of
the AprilS, 1993 meeting with a correction made to page 2, NEW
BUSINESS, the letter "E" should be "W". ALL AYE: MOTION CARRIED.
PRESENTATION: Ross Dodge, APA project Analyst introduced the Ada
County Pathway Plan to the audience. The first phase of the
pathway plan is a 5 year time frame. A portion of the pathway fund
comes from the Federal Highway Act. Pathways are multi-use and can
be defined as a greenbelt to neighborhood sidewalks. There needs
to be education on courtesy, safety and encouragement to use the
pathways. And finally, funding of projects. APA will begin to
hold public hearings in order to receive public input on the
project.
PUBLIC HEARING/CREIGHTON HEIGHTS SUBDIVISION- Annexation, Zoning,
and Subdivision preliminary plat.
Chairman SMITH announced that this was the time and place set for
a public hearing on Creighton Heights.
Moved by BRADLEY and seconded by HINMAN to table the hearing until
proper notice procedures have been followed. The site appears not
to have been posted for public hearing. This project will have to
be republished and the site properly posted. ALL AYE: MOTION
CARRIED.
UNFINISHED BUSINESS:
Findings of Fact and Conclusions of Law-Crandlemire rezone. Moved
by BRINTON and seconded by HINMAN to approve the findings as
presented. ALL AYE: MOTION CARRIED.
COUNCIL REPORT:
Council person Kelli Blair was absent.
General discussion took place among the Commissioners and City
Clerk regarding Eagle City Codes, policies and impact fees.
BRADLEY will submit a draft of some of the issues at hand for the
other members to critique in order to send a message to Council.
The special meeting in which the Commissioners toured the Aquila
site and Middleton site was discussed.
The Commissioners asked to see the plans for the arboretum on the
E side of the City Hall/Senior building.
There being 0 further business the meeting adjourned at 9:05 p.m.
