ASHLAND SUBDIVISION (continued)
Chai~an SHIm announced that the public hearing portion of this
awlication -s closed at the previous ~eting and -s continued
for decision of the Commission.
Co_issioner BAADLEY declared he has a conflict of interest in this
matter and will abstain from a vote.
~ved ~ BRrNT~ and seconded ~ HrN~ to deny the aWlication as
presented due to the length of the cul-de-sac, ~ich is longer than
code pennits. Further, if the City Council should decide to
a~rove the ~plication to reco-end consideration of the addition
of a park and the road ~ved further back fr~ the ridge.

THE BAY AT AQUILA LAKES (continued)
David Storrs, owner and developer of the property asked the
C=mission to ~thdraw the application until the property can be
properly noticed and plans re-su~itted. &. Sto=s asked for a
time that the Commissioners would be able to join him at the
property in o~er to see the site. The City Clerk will notify the
members and Mr. Storrs after a date is selected.

1993 EAGLE COMPREHENSIVE PLAN (continued)
Chai~an SMIW announced that the public hearing portion of this
application -s closed at the previous meeting, ~itten testimo~
was welcome until March 5. All oral and written teStimony has been
recei~d and recoroed. The C=mission will deliberate and make a
recommendation to Council tonight.
The oral testimony -s discussed first. It _s suggested that the
air quality question should be resolved ~ foll~ing the guidelines
of the county and state.
Richard ~irs: The Beacon Light, Dq C~ek, Fa=ers Union Canal
area should be very l~ density hOusing (along the Beacon Lt. Rd.
the "Triangle"). Moved by BRINTON and seconded by BRADLEY to
designate the "triangle" at Beacon Light and Highway 55 very low
density (RT). ALL AYE:
Tom Ricks, Represents 16 homeowners in the area listed on the
designation map as very low density (yell~). They want
Consideration to change it to medium density (3 to 5). The area
includes fr= Hi~way 44, w. along Linder, N 3/4 mile N of Floating
Feather. E down an imaginary road to Meridian Rd out to the
hiq~y. ~ey ~uld like to see a hi~er density in that area.
The a=a ~uld be contiguous to the SE portion of the map listed as
medium density. Moved by BERENT and seconded by BRADLEY to retain
the very low designation at this time.
Earl Silverson: The long corridor fr= Beacon Light along Dry
Creek W of High_y 55 should be RT, 5 ac~ lots. ~ved by BRINT~
and seconded ~ HINIDlli to designate as very l~ density (RT).
Bill Selvage: Needs clarification on Pa~ 1. The pur~se is to
encoura~ uman develo~ent, but speaks of rural throughout the
plan. There se~s Some conflict moving f~ C=mercial areas to
residential, especially around the ~-pass area. This spreads the
c~ercial core too far. There needs to be a trade off ~en ~u
deal with net density. DEFERRED MOTION.

Gail Siron: ~at do you view in the purple section off State St. as

medium, creating a hop-scotch effect. All of it should be medi=.
~e ~~od SubdiviSion is listed in 2 different areas, it should
be all one density. This was previously addressed.
She 11 Y Draper: Ques tioned page 2 "to eneour age agri eu 1 t ure " if
there is nothing on the map. The C~ission believe the question
has al~ady been addressed ~ the Co_ission stating it is included
in State Code and re~ir~ents of the Local Planning ~t.

The Commission addressed the written responses in the following
manner:

RE: Eagle Gravel Inc.: Requests that the Plan not disturb or
adversely effect the present zoning and use pattern by eliminating
commercial and industrial zone from E.G. Inc. property.
Moved by BRADLEY and seconded by HINMAN to leave the industrial
designation in the map. Chairman SMITH: AYE: MOTION CARRIED.
Moved by BERENT and seconded by BRINTON to change the industrial
designation to residential. Chairman SMITH: NAY: MOTION DEFEATED.

KEVIN JOPLIN
RE: Joplin Family Trust: Objects to the Plan, supports the
current (1990) plan with 5 units per acre based on future plans.
The Commission recommended the designation remain as is.
TOM WROTEN: It would be more equitable to the landowners, and
assure that land will be used by the public as open space, if
density transfer were to include all of the acres under
consideration, not just net acres as long as the density for the
remaining acreage be less than the next higher density
classification. The Commission recommended the density should be
designated as gross throughout the comprehensive plan.
W. HAROLD MARSHALL & BESSIE H. MARSHALL request higher density in
the Eagle Impact Area. Moved by BERENT and seconded by BRADLEY to
leave the density as it is now proposed on the Land Use Designation

The Merrill property is between State St. and Riverside Dr., part
of the property is commercial and a portion is listed in the Plan
as medium density -R. The new bypass will create Some very poor
parcels of property for us, and are concerned with the uses to the
N of the bypass and bounded by State St. It would make more sense
to have commercial along the State Street strip and the balance on
high density -R/limited prof. office. The Commission recommended
the designation remain as proposed.
JAMES C WARREN
RE: Quarter Circle 0 J Ranch:

envi==entally sensitive, and does not extend into -tlands. At

~ar floodplain. Quarter Ci=le'S is in the 500 year flood plain,
and designated with less density. It stands to reason the W side

recommended the designation remain as proposed.
BEVERLY CRAWFORD:
Does not think it is in the best inte~sts to allow develo~ent of
acreages. It results in ugly urban spra~. and should be a -11
planned devel~ed areas as Eagle Hills, utilizing the land to its
full potential and resulting in maxim= use of city se~ices.
Comment only does not need addressed.
BARBARA TRAMMEL
Has concerns about the following areas:
1. Beacon Light-Dry Creek,Highway 55, should be RT
2. The area bounded by Ballantyne Rd, State St, Meridian Rd,
Floating Feather is in conflict with alrea~ awro-d Zoning of
Redwood Creek and needs changed.

LORICE QUO~: ~fers to a letter to the Ma County C=missioners
regarding the Feb. 15 ~eting with A.B.L.E., and asked for higher
density to œ considered. The rec~endation of the Co_issioners
~s to leave the density as is proposed ~ the Land Use Designation
Map.
PENNY CMH, ~ved to Eagle oocause of the rural atmosphe~ and
peace and quiet of the country. Is opposed to the changes.

~ods Subdivision. ~. Willi~s opposed the l~ density on his

Mr. O'Neill requested the comprehensive plan provide for gross
density rather than net density. The Conunissioners previously

should be changed to show all those areas between the proposed
~ass and State St. to the E of Eagle Rd as high density -R or
Conunercial. The Conunissioners recommend no changes to the proposed
designation.

The request is very low density.

ERIC C. LEIGH:

city zoning;
2. the land Use map is far too e~ansi~ in nature. The text_s
considered by the Co~issioners but no chan~s _re rec=mended.
EL~ER 1. CAASE: She has land N of DO~ing D~s subdivision and
objects to the desi~ation of very low density. She ~uld like
consideration for a higher density. The Commissioners recOmmend no
changes to the proposed designation.
The C=missioners rec=mended a sentence structural change in the
Special Meas or Sites portion of the Plan, Pa~ 6, #9. Pa~ 12,
no should omit the word "preliminary" in reference to Island Woods
Subdivision.
Moved by HI~ and seconded ~ B~LEY to revise the Land Use
Desi~ation ~p in accordance with those rec~endations listed
above and to designate HINIDW to review the m~ Prior to it going
to Council. ALL AYE: MOTION CARRIED.
The Council report ~s given ~ Kelli Blair. There ~s a request
to consider bad~s for the Co-issioners indicating representation
of the City of Eagle. ~e C~issionerB ~uld like to Bee a plan
for pathways and Greenbelts in an ordinance. BRADLEY requested the
Council entertain an ~en~ent to the Eagle City Code regarding the
length of cu-de-sacs.
