The Eagle Planning and Zoning Commission met in special session on
August 17, 1992. Chairman GERBER presiding.
The following members were present: LLOYD GERBER, LOGAN BENNETT,
BERT BRADLEY, PAULINE HINMAN. Absent: KEN SMITH
Moved by BENNETT and seconded by BRADLEY to approve the minutes of
the August 3, 1992 meeting as presented. ALL AYE: MOTION CARRIED.
UNFINISHED BUSINESS:
Findings of Fact and Conclusions of Law/Eagle Hills West #5
Moved by BRADLEY and seconded by BENNETT to approve the findings
and conclusions as presented. ALL AYE: MOTION CARRIED.

Moved by BRADLEY and seconded by BENNETT to approve the findings
and conclusions as presented. ALL AYE: MOTION CARRIED.
PUBLIC HEARING:

OPEN FORUM - Eagle Comprehensive Plan Amendments-
Chairman GERBER announced that this was the time and place set for
an open forum public hearing on the Eagle Comprehensive Plan
Amendments-1992.
Oral Public Testimony:
Concerns of Public:
Barbara Trammel, 725 N. Park Ln., Eagle, Idaho: urbanization;
protection of prime agriculture; identification of historical,
geographical, archaeological sites; set aside wildlife & refuge
areas; agriculture has been deleted; pathways identified but none
in the downtown area; water system has not been designed, no
coordination between water & sewer districts; police protection;
shaded brown area on map (semi high density) extended too far to
the west.
Jane Fulkerson, 945 Beverly Drive, Eagle, Idaho: area is growing
to fast; retain 5 acre parcels; urbanization; water and sewer
districts should be a working unit together; developers should have
to post bond before they are allowed to develop subdivisions;
additional law enforcement; overcrowded schools.
John Bequette, 3390 Flint Dr., Eagle, Idaho: governing bodies of
Eagle should take into consideration the wants and wishes of the
people in the community.
Lynn Sedlacek, 1200 Hereford Dr., Eagle, Idaho: hazard areas, item
#4, would like City to require, at developers expense,
implementation and construction of storm drain systems and must
meet federal standards; hazard areas, implementation, riparian
areas should be preserved, 70' setback is inadequate; open spaces
do not have to be public; paths should not be located on irrigation
canals; preservation of agricultural land.
Gary Lyons, 2985 Holl Dr., Eagle, Idaho: in favor of changes in
the comprehensive plan; should have lower density throughout entire
impact area; limit the number of people coming into the City;
maintain riparian areas, maximize number of houses on sewer system;
limit number of septic tanks; community wells not individual wells.
Shari Sharp, 127 S. Eagle Rd., Eagle, Idaho: commercial area on
land use map on S. Eagle Rd. is too large an area; should remain
residential until such time we need to zone for more commercial;
Cheryl Cronk, 345 S. 2nd, Eagle, Idaho: area she lives in is
designated as commerical on land use map. wants to have a say and
a fair price for her property if it becomes commercial and she has
to move.
Jeff & Carol Schroeder, 1440 N. Meridian Rd., Eagle, Idaho:
density is to great for property N of State and W of Ballantyne;
want parcels to remain 5 acres; there are water problems;
overcrowded schools, no more subdivisions until school problems
resolved.
Gail Siron, 3391 Flint, Eagle, Idaho: property rights & values;
fire and police protection; agriculture disappearing; urbanization;
disappearance of wildlife with development; overcrowded schools;
transportation; irrigation & water rights; more land should be set
aside for public parks.
Beth Grinstead, 6500 Granada Ln., Meridian, Idaho: purpose and
scope of comprehensive plan is good; no agriculture designation on
map; low density residential 1-2 units per acre along river is to
high of density; protection of special areas & sites.
