The Eagle Planning and Zoning Commission met in regular session on
August 3, 1992. Chairman GERBER presiding.
The following members were present: LLOYD GERBER, LOGAN BENNETT,
BERT BRADLEY, KEN SMITH. Absent: PAULINE HINMAN.
Moved by BENNETT and seconded by BRADLEY to approve the minutes of
the July 6, 1992 meeting as presented. ALL AYE: MOTION CARRIED.
Moved by BRADLEY and seconded by BENNETT to amend the agenda and
add to New Business, A. Ada County Transmittal #92-34-PDR/92-12-
ZC/Baker-Fall Creek Subdivision. ALL AYE: MOTION CARRIED.
PUBLIC HEARING/Eagle Hills Subdivision #5-Preliminary and final
plat
Chairman GERBER announced that this was the time and place set for
a public hearing on Eagle Hills #5.

Dave Roylance, project engineer presented the proposed 3 lot
subdivision, 2 lots access from Eagle Hills Way and the third from
Edgewood Ln. The lots will be serviced by Eagle Sewer District and
Eagle Water Co. They will propose underground power lines.

Moved by SMITH and seconded by BENNETT to approve the subdivision
preliminary and final plat as proposed with the Eagle City
Subdivision Standards and conditioned on underground power lines.
AYE: BENNETT, SMITH, GERBER. Abstain: BRADLEY. MOTION CARRIED.
PUBLIC HEARING/EDGEWOOD ESTATES
Chairman GERBER announced that this was the time and place set for
a public hearing on Edgewood Estates preliminary plat.

building lots, gross density 3.37, 1 park and 7 common areas with
pedestrian access trails and access park.
Don Hubble, project engineer presented the subdivision concept to
the Commission. He advised the Commission that the lots would
range from 6500 sq. ft to 24,000 sq ft with an overall density of
3.37 lots per acre. The common lots total 1.88 acres and 2 acres
are pedestrian access paths. The project will be phased over
several years. The first 50 lots, phase 1 will be off Edgewood Ln.
The subdivision will contain curb, gutter and sidewalks. He asked
for special consideration be given to the culdesac which is 520 ft.
rather than the standard 500 ft. The project will be served by-'a
community well system to be dedicated to the City. Until the
dedication occurs the water system will be maintained by the home
owners association. Discussion took place regarding fencing of the
canal and of the entire subdivision.

Moved by BRADLEY and seconded by SMITH to approve the subdivision
preliminary plat as proposed with the Eagle City Subdivision
Standards and subject to the fencing problem around the subdivision
and the canal worked out with a 80% open view, adding the
conditions of the City of Eagle Tree Ordinance, and dedicating the
park and paths to the City of Eagle when the City is able to
provide for them with the understanding that the home owners
association will maintain them until such time as they are
dedicated. ALL AYE: MOTION CARRIED.
ADA COUNTY TRANSMITTAL
Subdivision/Baker
92-34-PDR/92-12-ZC/Fall
Creek
Presentations were given by Steve Bradbury, Dennis Baker and Don
Hubble on the proposed subdivision. The Commission was advised the
plat is the same plat as proposed to the City of Eagle and denied
in January 1992. Mr. Baker said negotiations with the City of
Boise continue regarding the Boise Sewer lands. There is a
proposed school site in the subdivision. The school authorities
believe there is no more than 7 acres needed as long as there is a
park adjacent to the school site. The subdivision includes a
greenbelt along the pipeline.
Moved by SMITH and seconded by BENNETT to deny the Ada County
Transmittal for Fall Creek presented, with it noted that this
subdivision should be located in the City of Eagle and annexation
should take place. The Eagle Planning and Zoning Commission and the
Eagle City Council should be deciding the outcome of the
subdivision and plat not Ada County. ALL AYE: MOTION CARRIED.
PATHWAY MAP: A presentation was given by Rick Yzaguirre on the
proposed pathway plan and map that will be included in the
comprehensive plan. Councilman Yzaguirre advised the Commission of
the work on a proposed Boise River ordinance, which will be
forthcoming.
EAGLE CITY COUNCIL REPORT: The report on the proposals regarding
a City owned water system and storage tank study was given to the
Commission by Tom Eason, Councilman. He advised the Commission the
