The Eagle Planning and Zoning Commission met in regular session on
April 6, 1992. Chairman GERBER presiding.
The following members were present: LLOYD GERBER, LOGAN BENNETT,
PAULINE HINMAN, LEE MITCHELL, BERT BRADLEY, KEN SMITH.
Moved by HINMAN and seconded by BENNETT to approve the minutes of
the March 16, 1992 meeting as presented. ALL AYE: MOTION
CARRIED.
PUBLIC HEARING/CRANDLEMIRE PROPERTY, Annexation and zoning R2
Chairman GERBER announced that this was the time and place set for
a public hearing on the Crandlemire property for annexation to the
City of Eagle and zoning, R2.

Concerns of the public: Water availability and water rights,
density, development control and preservation of open space, impact
on schools and roads.
Discussion: The Commissioners questioned if the request for
annexation and zoning was premature, without a subdivision planned
at this time. Also discussed was the proposal of R2, the
Commissioners indicated a lesser density would be better in that
particular area. Traffic and school concerns were addressed too.
Moved by HINMAN and seconded by SMITH to approve the annexation but
to recommend to Council a zoning of AR (Agricultural-Residential).
When the owner decides to develop a rezone to a higher density can
be considered. AYE: SMITH, HINMAN, BENNETT, BRADLEY. ABSTAIN:
MITCHELL (conflict of interest).
Public hearing closed at 8:15 p.m.
PUBLIC HEARING/Margaret M. and Dale Chesnut/Conditional Use Permit
Chairman GERBER announced that this was the time and place set for
a public hearing on the Chesnut application for a manufactured home
on a single family dwelling lot with an existing mobile home.
Applicant: Margaret and Dale Chesnut
Location: 2052 Syringa, Eagle, Id
Proposal: CUP application for a manufactured home 26X65 placed
on a foundation.
Public Testimony: no testimony in opposition received.

Moved by BRADLEY and seconded by HINMAN to approve the application
for placement of the manufactured home on the site subject to
acceptance by the Sewer District and reviewed of the CUP on an
annual basis, and if the mobile home on the property is vacated by
Margaret Chesnut, the mobile home is to be removed. ALL AYE:
MOTION CARRIED.
PUBLIC HEARING/LESLIE SUBDIVISION, preliminary plat
Chairman GERBER announced that this was the time and place set for
a public hearing on the Leslie Subdivision application for
preliminary plat approval in an R4 zone.

Location: E side of Edgewood Dr., approx 1/2 M N of State St
proposal: 129 building lots, 1 lot w/ existing home, 1 well lot.
Gross density 3.73 units per acre, 34.16 total

Concerns of the public: water, traffic, schools, drainage ditch
(hazard to children), quality of life, preservation of open space,
density.
Discussion: The developer informed the Commissioners the Eagle
Water Company will supply water or the option of a City owned water
company is acceptable to the owners of the development.
Moved by BRADLEY and seconded by HINMAN to deny the project as it
does not adequataely address the problems with the road, water,
sewer or open spaces and parks the City is looking for in a plat.
ALL AYE: MOTION CARRIED.
LEE MITCHELL announced his resignation from the Planning and Zoning
Commission effective tonight.
NEW BUSINESS:
KEN SMITH reported on a meeting he attended regarding the Eagle
Water Study, the availability of water in the Company area. The
representative from DEQ, Engineers and health authorities
determined there is not enough water to supply other areas. There
is sufficient water to serve Empire Estates and Eagle point, it
runs 500 gal per minute, another well is needed, but no location
has been chosen. Any other service areas would need further study,
there is a need for more lines, but wonder where the money is for
that. The City needs to appear at any future hearing to oppose
further service area for the Eagle Water Co as the financial
conditions of the company does not look good.
