The Eagle Planning and Zoning Commission met in regular session on
March 16, 1992. Chairman LLOYD GERBER presiding.
The following members were present: LLOYD GERBER, LOGAN BENNETT,
PAULINE HINMAN, BERT BRADLEY. Absent: KEN SMITH, LEE MITCHELL.
Moved by HINMAN and seconded by BENNETT to approve the minutes of
the March 2,1992 meeting with a change to the minutes in the first
page, last paragraph to read EASON to prepare a housing survey
study, rather than the City Clerk and staff. ALL AYE: MOTION
CARRIED.
PUBLIC HEARING/James and Kay Sherer/Variance:
Chairman GERBER announced that this was the time and place set for
a public hearing on an application for a Variance to setbacks.
Applicant: James and Kay Sherer
Location: 188 Northview, Eagle, Id.
Proposal: to extend the front of an existing garage
the street, reducing the setback to 17 ft. from
regulation of 20 ft. '

Public Testimony: There was no opposition to the proposal.
Testimony was given in favor by Scott Landquist.
Public hearing closed at 7:40 p.m.
Moved by HINMAN and seconded by BENNETT to approve the Variance as
submitted. AYE: HINMAN, BENNETT. NAY: BRADLEY. MOTION CARRIED.
PUBLIC HEARING/Avante Casa Subdivision:
Chairman GERBER announced that this was the time and place set for
a public hearing on an application for preliminary and final plat
for a 3 lot subdivision, and a driveway common lot, on 7.1 acres.
2 lots contain 2 1/2 acres and one 1 1/2 acres, zoned R4.

Discussion took place by P&Z members regarding the paving of the
driveway, the width of a turn-a-round space for emergency vehicles,
and drainage.
Moved by BRADLEY and seconded by BENNETT to approve the Plat
subject to City Subdivision Standards, require a cul-de-sac be
placed at the end of the road and black top and asphalt of surface
of the driveway. ALL AYE: MOTION CARRIED.
NEW BUSINESS: Miscellaneous
EASON was directed to propose to the Council an amendment to the
driveway code to provide a designated length and the surfacing of
a driveway.
IMPACT AREA:
Discussion regarding the impact area moving W of Eagle Rd, S of
Chinden. Planning and Zoning members were advised of Council's
decision by EASON.
UNFINISHED BUSINESS:
HINMAN thanked the staff for the subdivision and building report.
She will study the impact of subdivisions on the area and occupancy
of empty homes, the "supply and demand".
EASON reported on a proposal for street lights in the City. He
also gave the Planning and Zoning members a report on the Saunders
pre Annexation request, the Transportation Task Force and the
