The Eagle Planning and Zoning Commission met in regular session on
March 2, 1992. Vice Chairman HINMAN presiding.
The following members were present: LOGAN BENNETT, PAULINE
HINMAN, LEE MITCHELL, BERT BRADLEY, KEN SMITH. Absent: LLOYD
GERBER.
Moved by MITCHELL and seconded by BRADLEY to approve the minutes of
the February 3, 1992 meeting as presented. ALL AYE: MOTION
CARRIED.
UNFINISHED BUSINESS:
Findings of Fact and Conclusions of Law/Lutheran Church-CUP: Moved
by MITCHELL and seconded by SMITH to approve the findings as
presented, including the condition of a yearly review of the
permit. ALL AYE: MOTION CARRIED.
Eagle Comprehensive Plan: The guest speaker, John Bertram, was
unable to attend the meeting. His appearance will be rescheduled
at a later time.
The Commissioners agreed that the land use component, revised by
Dennis Crooks and presented tonight, was acceptable and should be
included in the proposed amendments of the plan. Further
discussion regarding proposed amendments included transportation,
sewer, and historical aspects of the proposed changes. These
discussions will take place at future P&Z meetings.
Tom Eason, Councilman reported on the efforts of the Transportation
Task Force in updating Eagle's portion of the 2010 Transportation
Plan. The Commissioners asked for more information regarding the
plan, and suggested that Beacon Light be included in the plan.
Discussion took place regarding staff reports routinely included in
a public hearing package and submitted to Planning and Zoning. The
Commissioners agreed that the history of any proposal should be
disclosed in the staff report. The Commissioners asked to be
provided all background material available.
PAULINE HINMAN asked the City Clerk and staff to prepare for
Planning and Zoning Commission a Housing Survey Study, which would
include the number of houses within a subdivision, beginning of
construction and length of construction. The study should include
all subdivisions, phases, sewer and water availability. HINMAN
will provide P&Z Commissioners with a written request for approval
at the next Planning and Zoning meeting. HINMAN also requested all
agenda's to include "New Business and Old Business". HINMAN asked
Councilman Eason to propose to Council the possibility of a member
of the Planning and Zoning Commission to be included in Design
