EAGLB PLAIOIING AHD ZONING MEBTING
FEBRUARY 3,1992
The Eagle Planning and Zoning Commission met in regular session on
February 3, 1992. Chairman GERBER presiding.
The following members were present: LLOYD GERBER, LOGAN BENNETT,
PAULINE HINMAN, LEE MITCHELL, BERT BRADLEY, KEN SMITH.
Moved by MITCHELL and seconded by BRADLEY to approve the minutes of
the January 6, 1992 meeting as presented. ALL AYE: MOTION
CARRIED.
Moved by MITCHELL and seconded by HINMAN to approve the minutes of
the January 20, 1992 meeting as presented. ALL AYE: MOTION
CARRIED.
PUBLIC HEARING/HOPE LUTHERAN CHURCH-CUP
Chairman GERBER announced that this was the time and place set for
a public hearing on a conditional use permit application by HOPE
LUTHERAN CHURCH for a mobile home unit to remain on the premises
for the use of classrooms and storage.
Applicant: Hope Lutheran Church, Scott Bernard, Pastor
Location: 223 N. Eagle Rd., Eagle, Id
Proposal: use the mobile home established on premises
classrooms and storage
Public Testimony: none

Public hearing closed at 7:40 p.m.
Commission discussion: Commissioners indicated there is a problem
wi th setbacks. The mobile unit appears to be located on the
property line. Paster Bernard explained that over the years the
property line had become vague, but that a survey shows there to be
a 10' setback from the mobile home to the property line.
Moved by HINMAN and seconded by MITCHELL to approve the CUP as
presented to be reviewed on a yearly basis for extension of time.
ALL AYE: MOTION CARRIED.
PUBLIC HEARING/SEVEN MILE LOUNGE/annexation, zoning C2, and CUP:
Chairman GERBER announced that this was the time and place set for
a public hearing on an annexation, zoning and conditional use
permit application by Seven Mile Lounge.
Applicant: John T. & Edna Stoner
Location: 3210 E. Chinden Bl. Meridian, Id.
Proposal: annexation, C2 zoning, and a CUP in order to permit
motel units, office & living quarters, 2 car garage, mechanical
shop, mobile home space, convenience store, cafe and bar in that
location.
Public Testimony: Jerry Grossman-inquired about location of gas
tanks.
Public hearing closed at 8:00 p.m.
Moved by MITCHELL and seconded by BENNETT to approve the
annexation, zoning of C2 and CUP as presented to be reviewed on a
yearly basis for extension of time. AYE: MITCHELL, BENNETT, NAY:
SMITH, HINMAN BRADLEY. MOTION FAILED.
Moved by SMITH and seconded by HINMAN to recommend denial of the
application on the basis that no showing has been made that the
area to be annexed can reasonably be used for the benefit of the
City of Eagle. AYE: SMITH, HINMAN, BRADLEY. NAY: MITCHELL,
BENNETT. MOTION CARRIED TO RECOMMEND DENIAL OF THE APPLICATION.
NEW BUSINESS:
Ada County Transmittals: Kensington 92-02-PDR: Beacon Lt Rd. a 10
lot subdivision.
Moved by BRADLEY and seconded by HINMAN to approve Ada County
Transmittal 92-02-PDR as presented. ALL AYE: MOTION CARRIED.
UNFINISHED BUSINESS:
Findings of Fact and Conclusions of Law/ Scotts' Glen Subdivision:
Moved by SMITH and seconded by MITCHELL to approve the findings and
conclusions as presente~. ALL AYE: MOTION CARRIED.
