Minutes - 1992 - Planning & Zoning - 01/06/1992 - Regular EAGLE PLANNING AND ZONING MEETING January 6, 1992 The Eagle Planning and Zoning Commission met in regular session on January 6, 1992. Vice Chairman GERBER presiding. The following members were present: LLOYD GERBER, PAULINE HINMAN, BERT BRADLEY, KEN SMITH. Absent: LOGAN BENNETT, LEE MITCHELL. KATHRYN MCPEAK resigned from the Planning and Zoning Commission, effective January 6, 1992. Moved by BRADLEY and seconded by SMITH to approve the minutes of the December 16, 1991 meeting as presented. ALL AYE: MOTION CARRIED. Moved by HINMAN and seconded by SMITH to approve the minutes of the December 26, 1991 meeting as presented. ALL AYE: MOTION CARRIED. NOMINATION CHAIRMAN AND VICE CHAIRMAN: Moved by SMITH and seconded by HINMAN to nominate LLOYD GERBER as Chairman for 1992. ALL AYE: MOTION CARRIED. Moved by SMITH and seconded by BRADLEY to nominate PAULINE HINMAN as Vice Chairman for 1992. ALL AYE: MOTION CARRIED. PUBLIC HEARING/SCOTTS' GLEN SUBDIVISION Chairman GERBER announced that this was the time and place set for a public hearing on Scotts' Glen Subdivision. Applicant: Peter A. Wierenga Location: S Side Mace Rd., approx. 2 mile W of Eagle Rd. Proposal: a rezone to AR from A to establish a 5 lot subdivision 28.14 acres, (1 unit per 5 acres) in the floodplain/floodway. Public Testimony: Opposed: C.H. Lobdell Boyd Ye Steve Rambo Don Knickrehm In favor: Peter A. Wierenga Public hearing closed at 8:30 p.m. Concerns of the Public: sewer and septic criteria, floodplain and floodway, lot size, ground water and drainage and standards for Mace Road. Moved by BRADLEY and seconded by HINMAN to deny the application as presented based on the school bus problems with Mace Road, no environmental impact study presented, sewer problems and lack of a dedicated road (MaCe Rd.), no knowledge available to know who will maintain the road, and it lacks the width necessary for this subdivision. ALL AYE: MOTION CARRIED. Planning and Zoning Commissioner LEE MITCHELL arrived. NEW BUSINESS: SANDY SPRINGS SUBDIVISION #2-Ada County Transmittal 91-53-PDR/91- 27-ZC: Larry Sale, Briggs Engineering, and Merlin Bodily, co-owner of the development spoke supporting the development, a proposal for a development containing 72.44 acres, 13 lot, planned residential development and zone change from RT to R1. Discussion took place and a motion was made by BRADLEY and seconded by HINMAN to approve the transmittal with the normal Ada County Development conditions of approval. AYE: HINMAN, BRADLEY, MITCHELL. Abstain: SMITH. MOTION CARRIED. COMPREHENSIVE PLAN DISCUSSION: Dennis Crooks, Project Manager from APA presented a memorandum on comprehensive ~~~~r;~~l~d use components for discussion.
