EAGLE PLANNING AND ZONING MEETING
DECEMBER 26,1991
The Eagle Planning and zoning Commission met in special
session/workshop on December 26, 1991. Vice Chairman GERBER
presiding.
The following members were present: LLOYD GERBER, LOGAN BENNETT,
PAULINE HINMAN, BERT BRADLEY, KEN SMITH. Absent: KATHRYN MCPEAK,
LEE MITCHELL.
The Eagle Planning and Zoning Commission met in a workshop
session regarding the proposed changes to the Eagle Comprehensive
Plan proposed by the Horizons Task Force.
Also in attendance were Dennis Crooks, APA Project Manager and
Mona Mack, Eagle City Attorney.
Dennis Crooks was asked to present a report on his review of the
proposal. Mr. Crooks indicated that he wanted to offer
constructive criticism to the proposal, but APA does not want to
be in the position of dictating policy or promote certain
policies for the City of Eagle. He suggested he will be speaking
on the evaluation and place in the context of a comprehensive
plan.
1. To create a more consistent format: a standard format used
would include an introduction, lit of goals and objectives and
means to implement those goals and objectives.
The proposal is not a clear planning philosophy. It needs to be
clearly spelled out. The language such as encourages, required
should be very clear.
2. The report seemed to be more of an addendum to the zoning
ordinance speaking to zoning districts. A comprehensive plan is
suppose to be a planning tool, a framework. It would be more
generalized.
The Horizons report identified land uses on the plan and then
made an attempt to put forth reasons to support reasons for
amendment. A comprehensive plan should be more conceptual and
address long range planning.
3. Land use designation map: the land use map should be more
general, and be in conjunction with a zoning district map that is
more specific. The present Horizons map is very specific and may
conflict with the purpose of a zoning map and classifications.
4. Transportation component: a functional classification plan,
pathway plan and roadway plan to control access policy or a
statement of policy.
The City Attorney stated that amendments to the Comprehensive
Plan (impact area) must be approved by Ada County. She believes
that it would be difficult to gain the approval of Ada County on
the zoning designations proposed by the Horizons plan and map.
She presented the Commission with sections of Title 67, the
components of a comprehensive plan, and reminded the
Commissioners of "general terms" to be utilized in the plan as
verses specific terms for a zoning ordinance (67-6511). The
LAND USE portion of the Horizons Task Force document includes
specific wording and phrases such as "In order to insure future
land use patterns consistent with the goals and objectives of
this plan, a comprehensive plan "map" as heretofore mentioned
will be the document used GRANTING certain land use patterns.
Such language is subject to possible court challenge, according
to the City Attorney.
Moved by SMITH and seconded by BENNETT to prepare an application
to amend the exiting plan by incorporating certain
recommendations prepared by Horizons Task Forced to be determined
upon further review by the Eagle Planning and Zoning Commission.
ALL AYE: MOTION CARRIED.
The Commission would like to continue the discussion regarding
these amendments at the next regular meeting scheduled January 6,
1992, at 7:30 p.m. Dennis Crooks volunteered to aid the
Commissioners in the "Land Use" section of the plan, and will be
attending this meeting.
There being no further business the meeting adjourned at 8:45
p.m.
