EAGLE PLANNING AND ZONING MEETING
DECEMBER 2, 1991
The Eagle Planning and Zoning Commission met in regular session
on December 2, 1991. Vice Chairman GERBER presiding.
The following members were present: KATHRYN MCPEAK, LEE
MITCHELL, BERT BRADLEY, KEN SMITH. Absent: PAULINE HINMAN,
LLOYD BENNETT.
Moved by MITCHELL and seconded by BRADLEY to approve the minutes
of the November 18, 1991 meeting as presented. ALL AYE: MOTION
CARRIED.
FALL CREEK SUBDIVISION-annexation, zoning R3 (continued from
November 4, 1991.)
Vice Chairman Gerber announced that this is the continuation of
Fall Creek Subdivision, annexation and zoning request. The
Commissioners continued the previous hearing in order to give the
developer time to resolve some of the Commissioners concerns.
The Vice Chairman advised the audience that the public hearing
portion had been heard and closed at the November 4, 1991
meeting. He concluded that this hearing is to give the developer
an opportunity to answer the Commissioners inquiries and for
deliberation and decision of the Commission.
Dennis Baker, developer and owner, Don Hubble, Engineer, and Karl
Gebhardt addressed the concerns established at the November 4,
1991 meeting regarding roads, Boise Public Works, Sewer and
water, flooding of Joplin Creek (Warm Springs Slue or Kidds
Creek) and environmental impact. An Environmental Analysis was
submitted for record.
Moved by BRADLEY and seconded by MCPEAK to recommend approval of
the annexation, zoning of R3 and preliminary plat subject to the
following conditions:
1.
drainage concerns in high water years be satisfied,(for an
engineer to work out;)
two separate entrances to the subdivision to contain the
traffic flow and exceleration and deceleration;
enter into a development agreement;
all standard subdivision requirements.

MOTION
DISCUSSION REGARDING THE HORIZONS TASK FORCE PROPOSED
COMPREHENSIVE PLAN.
Presentation by Phil Whitener reviewing the Horizons Task Force
proposal. Discussion of the Commissioners took place. The
proposal will be formally submitted to the Commission prior to
January 1, 1991.
COUNCIL REPORT: A report on Eagle City Council was given by Rick
Yzaguirre, Councilman, on Trail Creek/Echo Subdivision and Prime
Earth/Dowding.
There being no further business the Eagle Planning and Zoning
Commission adjourned at 9:30 p.m.
