EAGLE PLANNING AND ZONING MEETING
November 4, 1991
The Eagle Planning and Zoning Commission met in regular session
on November 4, 1991. Chairman EASON presiding.
The following members were present:

Moved by MCPEAK and seconded by GERBER to approve the minutes of
the October 21, 1991 meeting as presented. ALL AYE: MOTION
CARRIED.
PUBLIC HEARING/FALL CREEK SUBDIVISION
Chairman EASON announced that this was the time and place set for
a public hearing on an annexation, zoning and preliminary plat
for a subdivision called Falls Creek.

Presentation by: Steve Bradbury, attorney and Dennis Baker,
owner and developer of the project. The project is situated on
179 acres and contains 412 lots at 2.3 lots per acre. There is a
school site, 40ft. greenbelt, along the Chevron Pipe Line with
parks at both ends. Eagle Rd. will be bermed and landscaped.
This will be a 10 year project. This is a conceptual agreement
with the Eagle Sewer District; the water will be provided by two
wells, but as a backup Boise Water District has agreed to serve
2if necessary. All roads will meet ACHD specifications. The
developer stated that none of the project is in the flood plain,
there is an approved school site, and there will be parking for
the greenbelt, but it will be public parking. Home sites will in
a $125,000 to $300,000 price range. There will be two dedicated
lots for well sites.

Public hearing closed at 9:45 p.m.
Concerns of the public: Animal life in the area, water table and
existing wells in the area, increase traffic, property values,
shallow irrigation wells, drainage, noise, fencing of property,
high density of the project, environmental impact, Boise waste
water treatment plant, air pollution, Joplin Creek and property
lines, and fire protection.
Support of the public: Representatives of Chevron Pipeline
supported the concept of the subdivision and the insight that
the developer had shown in designing a pathway over the Chevron
Pipe Line. They indicated that the plan provides safety to the
line and residents, and utilizes the right of way of Chevron in a
compatible way with the neighbors.
Moved by GERBER and seconded by HINMAN to table this application
until December 2, 1991 in order to give time to the developer to
get more information to the Commissioners regarding ACHD, Boise
Public Works, Sewer and water. Also the Commissioners request
information on flooding near Joplin Creek, and the environmental
impact of the area. The developers need to answer to the area of
critical concern as cited in Eagle City Code, Section 9-5-8. ALL
AYE: MOTION CARRIED.
HUNTER RIDGE SUBDIVISION: (continued from the meeting of October
7, 1991) Presentation by Larry Sale, Briggs Engineering, on the
project. Moved by GERBER and seconded by HINMAN to accept the
plat as submitted subject to the following conditions and
changes.
1. 30 ft wide easement along dry creek be provided for the
greenbelt/pathway;
2. lot 21 be deleted;
3. street configuration is approved as shown on the preliminary
plat submittal;
4. standard ACHD streets construction is required including curb
and gutter on both sides of the street and a sidewalk on one side
of the street;
5. pedestrian walking and easement be provided from the end of
E. Partridge Ct. to the S boundary of the subdivision;
6. the N Westerly lot lines for lots 11,12,13,14,and 15, be as
shown on the map presented by Larry Sale at the hearing;
7. the City standard conditions.
lot 21, (in the flood plain), establish culdesac's with a walkway
easement, provide curb and gutter on both sides of the street and
a sidewalk on one side of the street with a 30 ft. easement for
the pathway. AYE: GERBER, HINMAN, BENNETT. OPPOSED: MCPEAK.
MOTION CARRIED.
Ada County Transmittal 91-60-Cu/Taylor: Moved by MCPEAK and
seconded by GERBER to recommend approval of this transmittal.
ALL AYE: MOTION CARRIED.
UNFINISHED BUSINESS:
Findings of Fact and Conclusions of Law/ Minnie Smith-CUP,
Beaver Mobile Home Park-CUP, and Echo Creek Subdivision.. Moved
by GERBER and seconded by MCPEAK to approve the findings and
conclusions as presented. ALL AYE: MOTION CARRIED.
There being no further business the meeting adjourned at 10:30
p.m.
