EAGLE PLANNING AND ZONING MEETING
APRIL 1, 1991
The Eagle Planning and zoning Commission met in regular session
on April 1, 1991. Chairman EASON presiding.
The following members were present:
BENNETT, KATHRYN MCPEAK, PAULINE HINMAN.
LLOYD GERBER, LOGAN
Moved by HINMAN and seconded by MCPEAK to approve the minutes of
the March 18, 1991 meeting as presented. ALL AYE: MOTION
CARRIED.
NEW BUSINESS:
Ada County Transmittals:
91-09-TLQ CUBER: Temporary living quarters. Moved by GERBER and
seconded by HINMAN to recommend denial of the transmittal as it
violates the Eagle Comprehensive Plan, page 13, section 4,
residential density. AYE: GERBER, HINMAN, BENNETT. NAY:
MCPEAK. MOTION CARRIED.
91-13-PR JONES: Private road to access a 10 acre parcel. Moved
by GERBER and seconded by MCPEAK to recommend approval of the
transmittal as presented. ALL AYE: MOTION CARRIED.
91-19-PDR/91-10-ZC BODILY BUNDERSON (SANDY SPRINGS):
Representative for the project, Larry Sale presented the
proposal to P&Z Commissioners. He indicated that there would be
no division of the farm land as designated on the plat for at
least 10 years or Ada County zoning changes. There will
covenants to that effect, and it will be written on the plat.
Merlyn Bodily spoke in favor of the proposal. Moved by HINMAN
and seconded by BENNETT to continue this transmittal until the
meeting of April 15 in order to give the Commissioners more time
to study the proposal. ALL AYE: MOTION CARRIED.
91-08-ZC QUINNEY: Rezone from RT to R1 in order to split the
lot. Moved by MCPEAK and seconded by GERBER to approve the
transmittal as presented. AYE: GERBER, MCPEAK, BENNETT. NAY:
HINMAN. MOTION CARRIED.
91-17-PDR GOLD RIDGE ESTATES/NORTH EAGLE 51: Representative for
the project, Dave Roylance presented the proposal to the
Commissioners. He indicated that the lots, in the USAP, range
from 1.1 per acre to 2.8 per acre, all are within the guidelines
of the Eagle Comprehensive Plan. Moved by GERBER and seconded by
HINMAN to deny the project based on the Eagle Comprehensive Plan
speaking to growth from the center out, there are no provisions
for a bike path, and to high a density in the area. AYE:
GERBER, HINMAN, BENNETT.
NAY: MCPEAK
91-12-TLQ CHASE: Temporary living quarters/ replacement of
trailer. Moved by MCPEAK and seconded by BENNETT to approve the
transmittal as presented. AYE: MCPEAK, BENNETT. NAY: HINMAN,
GERBER. Chairman EASON, AYE: MOTION CARRIED.
ADA COUNTY AMENDMENT TO THE BOISE IMPACT AREA: Moved by GERBER
and seconded by MCPEAK to recommend approval as presented. ALL
AYE: MOTION CARRIED.
ADA COUNTY AMENDMENT TO RESIDENTIAL CARE FACILITIES: Moved by
HINMAN and seconded by GERBER to recommend as submitted. ALL
AYE: MOTION CARRIED.
UNFINISHED BUSINESS:
Findings of Fact and Conclusions of Law/Island Woods Subdivision.
Moved by GERBER and seconded by BENNETT to approve the findings
and conclusions as presented. ALL AYE: MOTION CARRIED.
DESIGN REVIEW: Moved by HINMAN and seconded by GERBER to
recommend to Council that Planning and Zoning take the
responsibilities of the Design Review Committee into the duties
of the Commission by means of repealing Section 2-2 and amending
2-1 of the Eagle City Code. AYE: HINMAN, GERBER. NAY:
MCPEAK, BENNETT. Chairman EASON: AYE: MOTION CARRIED.
