Minutes - 1991 - Planning & Zoning - 03/18/1991 - Regular EAGLE PLANNING AND ZONING MEETING MARCH 18,1991 The Eagle Planning and Zoning Commission met in regular session on March 18, 1991. Chairman EASON presiding. The following members were present: LOGAN BENNETT, KATHRYN MCPEAK, PAULINE HINMAN. Absent: LLOYD GERBER. Resigned: TEWKSBURY. Moved by HINMAN and seconded by MCPEAK to approve the minutes of the March 4, 1991 meeting with the correction that MCPEAK was absent. ALL AYE: MOTION CARRIED. UNFINISHED BUSINESS: FINDINGS OF FACT AND CONCLUSIONS OF LAW/Floating Feather Hills Subdivision. Moved by MCPEAK and seconded by HINMAN to approve the findings as presented. ALL AYE: MOTION CARRIED. FINDINGS OF FACT AND CONCLUSIONS OF LAW/Trail Creek Ranch Subdivision. Moved by MCPEAK and seconded by HINMAN to approve the findings with the correction to include ACHD in the second paragraph, page one. ALL AYE: MOTION CARRIED. NEW BUSINESS: Ada County Transmittal: 91-96-ZC/Schrivner. Rezone from RT to R1, 5 acres. Moved by MCPEAK and seconded by HINMAN to approve the transmittal as presented. AYE: MCPEAK, HINMAN. NAY: BENNETT. MOTION CARRIED. Ada County Transmittal: 91-13-PDC/Musick. Planned Commercial Development, rezone from RT to C3, 5.11 acres. Moved by MCPEAK and seconded by HINMAN to approve the transmittal as presented. ALL AYE: MOTION CARRIED. DESIGN REVIEW DISCUSSION: Discussion regarding the concept of the Planning and Zoning amending the code to bring the duties of the Design Review to P&Z, rather than a separate committee. Motion by HINMAN to repeal Eagle City Code, Title 2, Chapter 2, Design Review Board, and amend Chapter 1, Planning and Zoning Commission, to incorporate the duties of Design Review into the Planning and Zoning Commission duties. MOTION DIED FOR LACK OF A SECOND. Moved by HINMAN and seconded by MCPEAK to put the Design Review item back on the agenda for the meeting of April 1, 1991 in order to give the Committee members time to study the question. ALL AYE: MOTION CARRIED. REPORT was given by Barbara Montgomery regarding future plans to study Title 8 and 9 for possible amendments to those codes. The district regulations were amended approximately a year ago, but that was only the beginning of the changes that need to be undertaken by Planning and Zoning concerning updating sections of codes. A Council report was given by Councilman Yzaguirre. There being no further business the meeting adjourned at 9:00 p.m. -', ',:., '\
