EAGLE PLANNING AND ZONING MEETING
MARCH 4,1991
The Eagle Planning and Zoning Commission met in regular session
on March 4, 1991. Vice Chairman TEWKSBURY presiding in Chairman
EASON'S absence.
The following members were present: KEN TEWKSBURY, LLOYD
GERBER, LOGAN BENNETT, PAULINE HINMAN. MCPEAK ABSENT.
Moved by BENNETT and seconded by HINMAN to approve the minutes of
the February 18, 1991 meeting as presented. ALL AYE: MOTION
CARRIED.
PUBLIC HEARING/Private Roads in the Eagle Impact Area
Vice Chairman TEWKSBURY announced that this was the time and
place set for a public hearing on private roads.
Applicant: City of Eagle
Location: USPA and impact area
Proposal: adopting the Ada County Development standards
Presentation: Dave Abo, Director Ada County Development
Services. No public testimony in favor or opposition
Public hearing closed at 7:45 p.m.
Moved by GERBER and seconded by BENNETT to recommend denial of
the proposal for private roads in the impact area. ALL AYE:
MOTION CARRIED.
PUBLIC HEARING/Trail Creek Ranch
Vice Chairman TEWKSBURY announced that this was the time and
place set for a public hearing on private roads.

Northwest corner of Highway 55 and Floating
Feather Rd.
Rezone from C3 to R4, Subdivision Preliminary
Plat.
Proposal included a noise barrier, a berm along
Floating Feather Rd., are amenable to a greenbelt
included in the subdivision.

easements, well testing & schools.
Public hearing closed at 9:10 p.m.
Moved by GERBER and seconded by HINMAN to recommend approval of
the rezone and preliminary plat of Trail Creek Ranch Subdivision
with the following conditions:
1. To have no objections to rezoning the C3 area to R5 by the
City.
2. Leave a lot (LOT 5) available for a right of way of road to
connect the remainder of the subdivision to C3 until, either for
the use of C3, or cancelled if C3 turns out not to be
residential.
ALL AYE: MOTION CARRIED.
PUBLIC HEARING/Island Woods Subdivision
Vice Chairman TEWKSBURY announced that this was the time and
place set for a public hearing on Island Woods Subdivision
preliminary plat and rezone.

Moved by GERBER and seconded by BENNETT to deny the application
as presented based on the following:

3. no public parking near the river
4. no designated pump house
5. wet lands issue addressed on a formal
basis with the Corp. of
Eng.

MOTION CARRIED.
Ada County Transmittal 91-09-PDR/Hoffman: Presentation by Robert
Hoffman for a nine lot planned residential development on 50.5
acres. Moved by GERBER and seconded by BENNETT to recommend
approval of the proposal subject to the dedication of the street,
lot 4 so it can be added at a later date.
Council report given by Rick Yzaguirre.
Findings of Fact and Conclusions of Law on Floating Feather Hills
Sub. will tabled until the next Planning and Zoning meeting on
March 18, due the time of the evening.
There being no further business the meeting adjourned at 10:05
