Minutes - 1991 - Planning & Zoning - 02/04/1991 - Regular EAGLE PLANNING AND ZONING MEETING FEBRUARY 4, 1991 The Eagle Planning and Zoning Commission met in regular session on February 4, 1991. Chairman EASON presiding. The following members were present: KEN TEWKSBURY, LOGAN BENNETT, KATHRYN MCPEAK. Absent: PAULINE HINMAN, LLOYD GERBER. Moved by TEWKSBURY and secondep. by MCPEAK to approve the minutes of the January 28, 1991 meeting as presented. ALL AYE: MOTION CARRIED. PUBLIC HEARING/ CREEKS END: Chairman EASON announced that this was the time and place set for a public hearing on Creeks End Su6bdivision. A representative and attorney for the project, Phil Barber advised the commissioners that it was the developers desire to withdrawn Creeks End Subdivision from consideration. PUBLIC HEARING/TRAIL CREEK RANCH SUBDIVISION-REZONE: Chairman EASON announced that this was the time and place set for a public hearing on Trail Creek Ranch Sub. Applicant: Treasure Valley Ltd. Partnership Location: NW corner of highway 55 and Floating Feather Proposal: 50 lot subdivision on 19.71 acres, a portion to be rezoned from C3 to R5 (by legal description). The Dept of Water Resources has permitted test wells. Trail Creek developers may want to connect to Floating Feather Hills, Inc., has the proper sewer easements for one route being considered. ALL AYE: MOTION CARRIED. PUBLIC HEARING: MCENROE/EAGLE COMPREHENSIVE PLAN AMENDMENT OF USPA. Chairman EASON announced that this was the time and place set for a public hearing on the amendment to the Eagle Comprehensive Plan. Applicant: John McEnroe Location: expanding the Urban Service Planning Area proposal: redrawing the policy diagram map to move the northern boundary of the uspa 1/4 mile n. of Beacon light Rd. Or to move the USPA line N. as far as Homer Rd. creating better control for the city. Testimony: opposed: Dana Diane Anderson Dana Hoffsteader in favor: Roger J. Crandlemire John McEnroe Myron Dan Gabbert John McEnroe Public hearing closed at 9:45 p.m. Concerns: 5 acre lots hard to care for, special treatment to move the USPA for one lot. Moved by TEWKSBURY and seconded by BENNETT to deny the application based on the fact that it is not consistent with requirements of USPA as to where the services are coming from.
