EAGLE PLANNING AND ZONING MEETING
JANUARY 28, 1991
The Eagle Planning and Zoning Commission met in regular session
on January 28, 1991. Chairman EASON presiding.
The following members were present: KEN TEWKSBURY, LLOYD
GERBER, LOGAN BENNETT, KATHRYN MCPEAK. Absent: HINMAN.
Moved by TEWKSBURY and secondeØ by MCPEAK to approve the minutes
of the January 7, 1991 meeting as presented. ALL AYE: MOTION
CARRIED.
PUBLIC HEARING/Floating Feather Hills Subdivision
Chairman EASON announced that this was the time and place set for
a public hearing on Floating Feather Hills Subdivision
PUD/CUP/REZONE.

1844 Floating Feather Rd.(N side of Floating Feather
Rd., S.W corner of Edgewood)
Proposal:
550 lot subdivision on 274 acres, rezoned from A (Agricultural)
to R4 (Residential). Proposal includes a request for variance,
one cul-de-sac 750 ft. (Title 8 limits cul-de-sac's to 500 ft.)
Water: proposal includes plans for a central water system
through 2 wells on site, forming a water company to serve the
project. There are retention areas to take drain off. The
development consists of 10 phases with approximately 50 lots a
year being developed. The school site will probably not be
utilized for 5 years and will be 10 years before building the
facility. Access to the school will be the responsibility of the
developer. The school property is designed not to have the
students cross major streets.

Concerns: Corridor to the Highway 55 alignment left open, waste
water problems, the amount of water needed for landscaping,
protests regarding wells and lack of water in other neighborhoods

because of the additional wells and use of water, belief that the
subdivision should be connected to Eagle Water Co., traffic
escalation, drainage, water pressure if the project was
connected to Eagle Water Co.
Public hearing closed at 8:25 p.m.
Moved by TEWKSBURY to approve the project with the condition that
it be serviced by Eagle Wate~ Co., but amended the motion to:
deny the project on the basis of the water problem and that it is
not in the best interest of the City. MOTION DIED FOR LACK OF
SECOND.
Moved by GERBER and seconded by BENNETT to approve the project as
presented, with the condition that there is a requirement that an
easement be implemented to Floating Feather to the lower well,
and that the subdivision be subject to approval of the Water
Resource Board. AYE: GERBER, BENNETT, MCPEAK. NAY: TEWKSBURY.
NEW BUSINESS:
Public Hearing/Amendment to Title 8-8-3 to provide for Section 8-
13-3 of the Ada County Code in evaluating applications for
subdivision developments as they pertain to private streets and
roads.
Chairman Eason announced that it was the time and the place for a
public hearing regarding Private Roads in the Eagle Impact area.
There was no public testimony.
The public hearing was closed at 8:35 p.m.
Discussion regarding private roads resulted in a motion by GERBER
and seconded by TEWKSBURY to continue the public hearing until
the first meeting in March in order to obtain more information
regarding the subject. ALL AYE: MOTION CARRIED.
Ada County Transmittal 90-09-LLA/Cox: A subdivision lot line
adjustment. Moved by GERBER and seconded by TEWKSBURY to approve
the transmittal as presented. ALL AYE: MOTION CARRIED.

Ada County Transmittal 89-32-PDR/Nahas: Moved by GERBER and
seconded by TEWKSBURY to deny Ada County Transmittal 89-32-PDR
based on the previous denial of the project by Planning and
Zoning. AYE: TEWKSBURY, BENNETT, GERBER. Abstain: MCPEAK.
MOTION CARRIED.
There being no further business the meeting adjourned at 9:25
p.m.
