Minutes - 1990 - Planning & Zoning - 05/21/1990 - Regular EAGLE PLANNING AND ZONING COMMISSION MINUTES OF THE MAY 21, 1990 MEETING The Eagle Planning and Zoning Commission met in regular session on May 21, 1990 at 7:30 p.m. Chairman EASON presiding. Roll call showed the following members present: BENNETT, TEWKSBURY, GERBER. Moved by TEWKSBURY and seconded by GERBER to approve the minutes of the May 7, 1990 meeting as presented. ALL AYE: MOTION CARRIED. PUBLIC HEARING: HARLAN JENSEN, (FAMILY RESTAURANT) CUP FOR BEER AND WINE LICENSE Location of Property: 650 E. State St. Eagle Proposal: Serve beer and wine on the premises Applicant: Harlan Jensen There was no opposition to the proposal, and public hearing closed. Moved by TEWKSBURY and seconded by GERBER to grant the application for a conditional use permit to serve beer and wine on the premises. ALL AYE: MOTION CARRIED. PUBLIC HEARING: CARSON MANOR Location of property: Lot 2, Block 8, E R 4A (Ranch Dr. and Stierman) Proposal: resubdivide lot 2 to 4 lots (2 flag lots) Applicant: Harley Carson-Eagle Ventures Public hearing opened and testimony questioning the proposal was received by the following: Stan MCHutchinson, Engineer for the project Ben King George Perola George Jensen The public hearing closed and discussion by the commission included concerns of the type of home, lot costs, restrictions, covenants and drive ways (flag lots). The question of drive way vs. private road was a concern to the commissioners. Moved by TEWKSBURY and seconded by BENNETT to approve the application as presented based on the fact that it is an upgrade and improvement to the subdivision with the existing zoning, but with the stipulation that distinctive drive ways be maintained on the property, and that the subdivision covenants comply with the existing covenants of the remainder of the subdivision. AYE: TEWKSBURY, BENNETT NAY: GERBER MOTION CARRIED. ---~------ ------ PUBr~IC HEARING: CITY OF EAGLE ANNEXATION/ZONING Public hearing opened, there was no public testimony, the hearing was closed and discussion by the commission resulted as follows: Moved by TEWKSBURY and seconded by GERBER to recommend adoption of the zoning for the City of Eagle Annexations as follows: Area lA: Area l: Area 2: Area 3: Area 4: Area 5: Area 6: Area 6A: Area 7: Area 7A: Area 8: ALL AYE: A R5, R1 A, R5 A, Rl C2, R5, A C2, A C2, A C2, M2, M3, A C1, R5 C2, R5 R5 MOTION CARRIED. (REPORT ATTACHED) ADA COUNTY TRANSMITTAL 90-32-CU/G. O. Ranches, Inc.: Conditional use for a riding arena and related facilities, parking and concession stand. Moved by TEWKSBURY and seconded by GERBER to recommend approval. ALL AYE: MOTION CARRIED. ADA COUNTY TRANSMITTAL 90-07-PR/BRIDGEWATER: A private road to access the south portion of lot 11 of Compton Andrews Tract. Moved by GERBER and seconded by BENNETT to recommend approval. AYE: GERBER, BENNETT. NAY: TEWKSBURY. MOTION CARRIED. ADA COUNTY TRANSMITTAL 90-31-CU/MIDWESTERN, DBA MARCUM GRAVEL: A conditional use to renew an existing gravel pit operation. Moved by TEWKSBURY and seconded by GERBER to recommend approval. ALL AYE: MOTION CARRIED. ADA COUNTY TRANSMITTAL 90-23-PDR/CONNOLLY ESTATES: A four lot subdivision. Moved by GERBER and seconded by TEWKSBURY to approve the transmittal with the stipulation that the road not be approved as a private Rd, but public and meet all of ACHD standards, and dedicated to the County. ALL AYE: MOTION CARRIED. ADA COUNTY HIGHWAY DISTRICT VACATION OF EASEMENT IN TWILIGHT STRIP SUBDIVISION: Moved by TEWKSBURY and seconded by GERBER to recommend approval of the vacation as requested. ALL AYE: MOTION CARRIED. FINDINGS OF FACT AND CONCLUSIONS OF LAW/EAGLE RANCH 4A: Moved by GERBER and seconded by TEWKSBURY to approve the findings as presented.
