Minutes - 1990 - Planning & Zoning - 03/12/1990 - Regular EAGLE PLANNING AND ZONING COMMISSION MINUTES OF THE MARCH 12, 1990 MEETING The Eagle Planning and zoning Commission met in regular session on March 12, 1990 at 7:30 p.m. Chairman SINCLAIR presiding. Roll call showed the following members present: BENNETT, TEWKSBURY. Absent: GERBER Moved by TEWKSBURY and seconded by BENNETT to approve the minutes of the February 26, 1990 meetipg as presented. ALL AYE: MOTION CARRIED. EASON, UNFINISHED BUSINESS: TITLE 8, CHAPTER 2A. Moved by TEWKSBURY and seconded by EASON to table the review of Title 8 until time certain, April 2, 1990, the first scheduled meeting in April in order to study the title, along with the portion of Title 7 that accompanies it. ALL AYE: MOTION CARRIED. FINDINGS OF FACT AND CONCLUSIONS OF LAW: EDGEWOOD SUBDIVISION ANNEXATION AND ZONING R-4. Moved by TEWKSBURY and seconded by EASON to approve the findings as presented. ALL AYE: MOTION CARRIED. ADA COUNTY COMPREHENSIVE PLAN AMENDMENT PROPOSAL-COMMUNITY DEVELOPMENT. Report given by TEWKSBURY. TEWKSBURY, GERBER AND YZAGUIRRE attended the Ada County Planning and Zoning meeting regarding this change on March 8th. The concerns that must be met are the police protection, roads, and utilities provided for these communities. Are those communities going to be a hazard to the remainder of the existing community? Can they be controlled once started? What effect will they have on the agricultural areas and Boise river areas? Moved by TEWKSBURY and seconded by EASON due to the fact that there are areas within the county and city limits for growth, and that it could mushroom into an uncontrollable situation as far as cities being built, that it would take away from the atmosphere with the destruction of agricultural and open lands, it is the recommendation of P&Z that the City Council send a letter to the Ada County Commissioners that this kind of development be denied. ALL AYE: MOTION CARRIED. FINDING OF FACTS AND CONCLUSIONS OF LAW: 1990 EAGLE COMPREHENSIVE PLAN AMENDMENTS: Moved by TEWKSBURY and seconded by EASON to table the findings until the next meeting as there are corrections needed in the amendments listed. ALL AYE: MOTION CARRIED. STUDY OF THE 2010 TRANSPORTATION REPORT: Recommended tabling the report until it can be studied by the members and brought back to P&Z at a later time. Moved by TEWKSBURY and seconded by BENNETT to adjourn the meeting.
