EAGLE pLANNING AND ZONING COMMISSION
MINUTES OF THE FEBRUARY 26, 1990 MEETING
The Eagle Planning and zoning Commission met in regular session
on February 26, 1990 at 7:30 p.m. Chairman SINCLAIR presiding.
Roll call showed the following members present:
BENNETT, GERBER, TEWKSBURY.
EASON,
Moved by TEWKSBURY and seconded by BENNETT to approve the minutes
of the February 5, 1990 meeting with the following correction:
Page 1, line 5 should read "the first phase would be the west
part of the property on the east side of Edgewood"--. ALL AYE:
MOTION CARRIED.
PUBLIC HEARING: 1990 EAGLE COMPREHENSIVE PLAN AMENDMENTS:
Moved by TEWKSBURY and seconded by BENNETT to recommend to
council the amendments to the plan as previously cited, those are
as follows:
1990 EAGLE COMPREHENSIVE PLAN AMENDMENT PROPOSAL:
1. Page 2,
sentence.
2. Page 11, (4) delete "flood plains", insert "floodway".
Delete "provided however, industrial use shall be allowed in a
limited area as specified by the Industrial policies of the Land
Use section of this Plan."
3. Page 14 (5) delete all.
4. Page 20 (3) delete the word "large" in the first sentence and
change paragraph to read: ~ " All new subdivisions, PUD'S,
commercial/industrial developments with densities of more than
three single family dwelling units per five acres shall be
re .uired to: A. be connected to a central sewer system,
defined as a system that connects all units to a central
treatment lant in a subdivision and rohibits all se tic tanks.
All sewer s stems must meet central District Health standards
(B.) A central water facility which is defined as a water
system defined as a water system approved by the Central District
Health and the Ea Ie Cit, Standards and meets the re uirements
of fire protection provided in the Uniform fire code as adopted
by the City of Eagle."

NEW BUSINESS: ADA COUNTY COMPREHENSIVE PLAN AMENDMENTS:
Discussion regarding the comprehensive plan amendments drew
concern from the commissioners regarding development of
agricultural land and the aquifer. It was the general feeling of
the commissioners that someone from council and P&Z attend the
March 8th meeting at Ada County. Moved by TEWKSBURY and seconded
by GERBER to recommend to Council that 2 members of P&Z and one
member from the Council attend the meeting, and this discussion
be tabled until a report is received back regarding the meeting.
Those two members will be TEWKSBURY and GERBER from Planning and
zoning and YZAGUIRRE from the city Council. AYE: TEWKSBURY,
GERBER, BENNETT. NAY: EASON
EAGLE CITY CODE SET BACK REGULATIONS: presentation by Larry
Sale, Briggs Engineering and Daunt Whitman, Eagle Building
Inspector advised the Commissioners that they believed the City
of Eagle has a problem with the set back regulations set forth in
the code when the residential ~ensity is an R5. Since the city
has stricter codes than other cities. It was their advise to
maintain the set back regulations as is for lower densities, but
change the code for higher densities.
Moved by EASON and seconded by GERBER to recommend to council an
amendment to the set back regulations as follows:
