EAGLE PLANNING & ZONING COMMISSION
MINUTES OF THE DECEMBER 5, 1988 MEETING
The Eagle Planning and Zoning Commission met in regular session on
December 5, 1988. Chairman WILSON presiding.
Roll call showed the following members present:
RUTLEDGE. ABSENT: NYBORG, SMITH
WATSON, EASON, SINCLAIR,
Motion made by EASON and seconded. by SINCLAIR to approve the minutes
with the correction, page 2, 4th sentence should read "outside the
USPA and within the Impact area". ALL AYE: Motion carried.
Moved by EASON and seconded by RUTLEDGE to change the agenda to move
the APA presentation to first on the agenda in order to allow the
presentation at this tiMe. ALL AYE: motion carried.
APA PRESENTATION: First speaker Mayor GUERBER. Mayor GUERBER addressed
the commission regarding the project The Ada County Transportation Plan.
The western county cities have been asked to form a committee to study
the plan. There will be two members from the council and the Mayor
would like to P&Z members. One member will be chosen at large.
ERV OLEN: Spoke regarding the committee and advised the commission that
the process is an "updating" plan. The committe would be projecting
priorities needed in the communities. The goal is to start with
background, needs (concerns), refinement of needs, final recommendation,
public review and finally back to council and APA for finalization.
WILSON advised the Mayor that he will be in contact with the p&Z membe~s
and be back in contact with him by Tuesday.
BYPASS: Erv Olen gave a report on the progress of the bypass. He
advised the commission that the public hearing regarding the bypass
will be held in Feb. 1989. The projected date is 1992. There are
studies to be done on traffic projections, land use and location of
the bypass. Mr. Olen recommended that the bypass should be within
the comprehensive plan.
REPORT ON TRANSPORTATION: EASON submitted a repprt on the recommendations
for the comprehensive plan on limited access and arterial and collector
streets. Report attached.
It was a suggestion to include in the Comprehensive Plan a preference
as to location of bypass, but in general terms.
Also,within the Comprehensive Plan should be included verbage regarding
an Airport, indicating that there will be no airport in the impact area
unless the area is approprately zoned.
Another addition to the Comprehensive Plan, and zoning ordinances is
a new zoning district. It was suggested that the zone should read,
Commercial Highway District.
Another suggestion was that included in the upcoming plans is an
arterial map, one that could be changed when the need was there,
rather than the required two times a year through the Comprehensive
Plan. Verbage should be included in the Comprehensive Plan.
Planning and Zoning agreed to meet on December 19, 1988 and again
on January 12, 1988 in order to review changes in the compo plan'J
review new ordinances that the City Attorney will be drafting regarding
zoning changes and a draft of changes to the Impact Area Agreement, in
order to be ready for the public hearing on Comprehensive Plan in
February, 1989.
Moved by WATSON and'seconded by SINCLAIR to table the discussion
on the goals by RUTLEDGE due to the hour. ALL AYE: motion carried.
Moved by ŸlATSON, and seconded by EASON to approve the Findings of Fact/
Conclusions of Law/Hope Lutheran Church. ALL AYE: motion carried.
