EAGLE PLMINING & ZONING COMMISSION
MINUTES OF THE NOVEMBER 21, 1988 MEETING
The Eagle Planning & Zoning Commission met in regular session
on November 21, 1988. Chairman WILSON presiding.
Roll call showed the following members present: WATSON,
NYBORG, EASON, RUTLEDGE. Absent: SMITH, SINCLAIR.
Motion made by WATSON and seconded by EASON to approve the
Minutes of the October 3, 1988 Meeting with the ~orrection
that CEMETARY, Page 1, is in the AR zone, not A zone.
Chairman WILSON declared that it was the time and the place
for the Public Hearing regarding the Hope Lutheran Church
Rezone. The applicant, Reverand Venghaus representing the
Church, is requesting the rezone from R-5 to C-I in order to
build a church. Rev. Venghaus declared himself the Agent ~or
the applicant and stated to p&Z that construction would begin
this year and 1989.
LA RUE BEVINGTON spoke in favor of the rezone and sited the
1978 Comprehensive Plan in which R Zone permitted a church.
He stated that the church will go through Design Review.
SCOTT GURNSEY of Idaho State Transportation read a letter into
the record, which is attached to these Minutes. He also in-
formed p&Z that there will be a Public Hearing in February
regarding the Bypass. They will have a better idea after that
Public Hearing of the location. It is entirely feasable to
move the Bypass South to the Sewer Lagoons and Idaho State
Transportation would like to work with the Eagle Sewer District
and the representatives of Hope Lutheran Church to meet the
needs o~ both. Mr. Gurnsey asked for a moratorium on building
in that area for a year.
JOHN SHARP, Idaho State Transportation, spoke regarding the
issue, seeing the need to coordinate efforts between the Church
and Idaho State Transportation, said an intersection may im-
pact the property, and the state does not want to buy a new
church building. He would like to see the applicant hold off
long enough to see the results of the Public Hearing as there
are procedures to follow. He would like to meet with church
officials to talk about property, designs and perhaps land
swaps, if necessary.
Moved by WATSON and seconded by EASON to recommend approval
of the Rezone. All Aye: Motion carried.

updating Policy Diagram Map: The Eagle Comprehensive Plan
provides for three areas and densities: the City Center, 25
units per acre; the Urban Service Planning Area--,5 units per acre/outside
~€£€; and the Impact Area, I single dwelling perfacre> Since
the map has not been revIsed since 1985, it is the objective
of the Planning & zoning Commission to update the map. One
of the problem areas is the City Center, which is a limited
area.
Moved by WATSON and seconded by EASON to update the map,
specifically the City Center portion, in the manner shown on
Exhibit A attached to these Minutes.
Moved by EASON and seconded by RUTLEDGE to also include Exhibit
B, recommending the Urban Service Planning Area boundaries
that should be included on a new Eagle Policy Diagram Map.
All Aye: Motion carried.
Eagle 1988 Comp Plan changes 'are due in January for inclusion
in Public Hearings in February.
Our Comp Plan does not address the Bypass or an airport. These
areas should be addressed in the upcoming changes due. The
Planning & Zoning Commission asked that we have Erv Olin of
APA attend the P&Z meeting of December 5, 1988, to go over the
Bypass and needs of the Comp Plan regarding the same.
Transportation section of Comp Plan: regarding #5, the word
"them" is left out of the sentence. It should read ".. provide
for them. . ."; regarding #6, should read "from residential
and commercial lots where possible."
WATSON and EASON volunteered to explore the Eagle Comp Plan -
Purpose and Scope, and to devise a "Long Range Development ~1ap."
This map should show a long range plan for the city limits and
impact area. EASON and WATSON will work on changes for the
Transportation section of the Plan, and on an Airport section
for the Plan, State Code, Section 67-6508 included. RUTLEDGE
volunteered to study the verbage needed for a long range plan
and to obtain the City Council Minutes that describe the goals
for the one year and 5-10 year scope of Council, and to include
in the verbage Hobby Farming in the Urban Service Planning Area.
The meeting was adjourned at 10:00 p.m.
