EAGLE PLANNING AND ZONING
MINUTES OF THE JULY 19, 1988 MEETING
The Eagle Planning and Zoning Commission met in regular session
on July 19, 1988. In Chairman WILSON'S absence, Vice Chairman
WATSON presiding.
Roll call showed the following members present:
RUTLEDGE. Absent: WILSON, NYBORG, EASON.
SINCLAIR, SMITH,
Moved by SINCLAIR and seconded by RUTLEDGE to approve the minutes
of the July 5, 1988 meeting. ALL AYE: MOTION CARRIED.
Vice Chairman WATSON called the time and the place for the first
public hearing.
ASH-DEVER/Conditional Use Permit: Application for Conditional
Use permit for a small craft shop on Eagle Rd., where the Rock
Shop used to be. Representative for the project was Daylene
DeVer that stated that it would be a retail outlet for small
crafts and handy work. There was no opposition to the proposal.
Moved by RUTLEDGE and seconded by SINCLAIR to deny the
application based on the district regulations, Eagle City Code 8-
2-3, that residential areas do not provide for retail outlets.
ALL AYE: MOTION CARRIED.
Vice Chairman WATSON called the time and the place for the second
public hearing.
BEGGROW/Conditional Use Permit: Applicant would like to
establish a day care center in Eagle Hills Subdivision Phase 1,
Block 1, Lot 1. Applicant Dave Beggrow, represented by Dennis
McCracken, speaking for the project.
Opposition to the project: Charles Debenham, Eagle Hills Home
Owners Association President, Neil W. Wilton, Susan Lieke, and
Lori Bowles, Ray Stevens. Ann Udy undecided.
Mr. Debenham: Covenants of the subdivision provide for that lot
as a recreational area.
Susan Lieke:
wants property left as is.
Neil Wilton:

Ray Stevens:
Opposed
Ann Udy:
not opposed to Day Care Center however, wants to know

about the harmonious use, how large a center, hours, parking,
ages, details of the project.

Questions posed to Dennis McCracken, who states that all the
details have not been worked out. Moved by RUTLEDGE and seconded
by SINCLAIR to ~l~ until the details are worked out including
the density question that has arisen in that area. Applicant
needs standards of the conditional use, construction, traffic, in
depth information in order to make a recommendation. ALL AYE:
MOTION CARRIED.
At the city attorney's suggestion there will be a continuance of
this public hearing and application until the first meeting in
August, at which time the applicant will meet first with P&Z and
then Council.
Moved by RUTLEDGE and seconded by SINCLAIR to recommend approval
of the Ada County Comprehensive Plan amendments as presented.
ALL AYE: MOTION CARRIED.
