Minutes - 1988 - Planning & Zoning - 07/05/1988 - Regular MINUTES OF THE JULY 5, 1988 MEETING The Eagle Planning and Zoning Commission met in regular session on July 5, 1988. chairman WILSON presiding. Roll call showed the following members present: SINCLAIR, SMITH, EASON, NYBORG, RUTLEDGE. WATSON, Moved by WATSON and seconded by EASON to approve the minutes of the June 7, 1988 as presented. ALL AYE: MOTION CARRIED. Moved by WATSON to add to the agenda the item Annexation of N.E. corner of Chinden Blvd. and Eagle Road. Motion seconded by NYBORG. ALL AYE: MOTION CARRIED. PUBLIC HEARING/QUARTER CIRCLE DJ RANCH: Speaking in favor of Agricultural zoning was Shelley Rambo, Mace Rd., Eagle. There was no opposition. Public hearing was closed, and discussion took place. Background of the Quarter Circle Ranch is that in 1980-81 the property was annexed to the City of Eagle. At that time there were problems with the legal description. Those problems were resolved with Ordinance #132 earlier this year, however; it was discovered that the property was never zoned. This public hearing is to zone the property. Moved by RUTLEDGE and seconded by WATSON to recommend an agricultural zoning of the Quarter Circle DJ Ranch. The recommendation was based on the Comprehensive Plan, land use, which talks about hazardous areas-flood plain. Ada County transmittal 88-39-Cu: Moved by EASON and seconded by SMITH to recommend a letter be sent to Ada County to advise them that adequate information be submitted in order for P&Z to make recommendations, and that recommendation is denial of this transmittal, under section 8-7-3-5(A) of the Eagle City Code, criteria for a conditional use permit. ALL AYE: MOTION CARnIED. Ada County transmittal 88-46-Cu: Moved by SMITH and seconded by RUTLEGE to recommend forwarding this transmittal to council without comment. ALL AYE: MOTION CARRIED. Ada County transmittal 88-47-Cu: Moved by WATSON and seconded by EASON to recommend approval of the transmittal as submitted. ALL AYE: MOTION CARRIED. Eagle Planning and Zoning Meeting July 5, 1988 Page 2 Ada County amendment to code/HISTORICAL PRESERVATION: Moved by EASON and seconded by RUTLEDGE to recommend to council concurrence to this amendment to the code. ALL AYE: MOTION CARRIED. STOREHOUSE CHURCH: Motion by EASON to recommend to council annexation of the N.E. Corner of Eagle Rd. and Chinden Blvd. and to zone the property C1 as provided in state code section 50-222. Motion seconded by WATSON. ALL AYE: MOTION CARRIED. SCHEDULE OF DISTRICT REGULATIONS: Chairman Wilson asked for volunteers to study items pertaining to Title 8, Eagle 'City Code. Reports should be ready by the August meeting. The topic of child care will be covered by NYBORG and EASON. Chapter one and two, District Regulations within Title 8 will be studied by EASON, RUTLEDGE and the Zoning Administrator, Barbara Montgomery. WATSON will obtain the PT Zoning and Performance Standards of Idaho Falls in order to study the Commercial PT Area (transitional). Meeting adjourned at 9:50 p.m.
