The Eagle Planning and Zoning met in regular session on February
16, 1988. Chairman WILSON presiding.
Roll call showed the following members present:
SINCLAIR. Absent: EASON, SMITH.
WATSON, NYBORG,
Moved by WATSON and seconded by SINCLAIR to approve the minutes
as presented. ALL AYE: MOTION CARRIED.
Moved by SINCLAIR and seconded by NYBORG to nominate WATSON as
Vice Chairman. ALL AYE: MOTION CARRIED.
ADA COUNTY TRANSMITTAL t88-01-pd: Discussion took place
regarding the transmittal. Parcels 2 and 3 are lots that are
more than 40 acres and can be split according to Ada County
Zoning, however; lots less than 40 acres cannot be split.
In talking to the owner of the lots it was determined that the
intent is to split the lots into one acre lots, which is in
conflict with the Eagle Comprehensive Plan that provides for 5
acre lots in the impact area, but meets with the criteria of Ada
County. Moved by WATSON and seconded by SINCLAIR to approve
Transmittal t88-0l-pd, with the comment that our comprehensive
plan, under "Land Use", section 4, reads "densities outside the
Urban Services Planning Area but within the Eagle impact area
shall not exceed one single dwelling housing unit per five
acres". AYE: MOTION CARRIED.
FINDINGS OF FACT AND CONCLUSIONS OF LAW/BASS: Moved by SINCLAIR
and seconded by NYBORG to approve as presented. ALL AYE: MOTION
CARRIED.
FINDINGS OF FACT AND CONCLUSIONS OF LAW/COMP PLAN: Moved by
SINCLAIR and seconded by WATSON to approve as presented. ALL
AYE: MOTION CARRIED.
General discussion regarding the Impact Area Agreement and zoning
problems in that area. Chairman WILSON reminded the
commissioners of the Dept. of Highway meeting regarding Policy
Manuals and asked that council be advised of the meeting also.
Moved by SINCLAIR and seconded by NYBORG to adjourn the meeting
at 9:15 p.m.
