Eagle Planning and Zoning met in regular session, Wednesday,
November 4, 1987. Chairman WILSON presiding.
Roll call showed the following members present:
SINCLAIR, NYBORG, SMITH. HAMMONS absent.
Moved by SINCLAIR and seconded by SMITH to add to the agenda,
Request for approval of minutes of October 6, 1987, omitted from
the agenda. ALL AYE: MOTION CARRIED.
WATSON, EASON,
Moved by SINCLAIR and seconded by EASON to approve the Minutes of
October 6, 1987 as presented. ALL AYE: MOTION CARRIED.
Chairman WILSON declared that it was the time and place for the
first Public Hearing on the Impact Area Boundaries, Ordinance
#122.
There was no opposition to the proposed boundaries and Chairman
WILSON closed the Public Hearing.
Moved by EASON and seconded by SINCLAIR to recommend approval of
the proposed Impact Area Boundaries, Ordinance #122. ALL AYE:
MOTION CARRIED.
Chairman WILSON declared that it was the time and place for the
second Public Hearing on the application for TRI CITY MEATS, a
Rezone request from the present R-5 to CBD.
Speakers in favor of the proposal were: Clayne and patricia
Hicks. Representatives for Tri City Meats were not in
attendance. Testimony regarding the proposed change of zoning
was given by Sherry Sharp. Ms. Sharp requested that in the
approval be included the problems of noise control, odors, and
landscaping.
Chairman WILSON closed the public hearing.
Discussion took place on the vacation of the alley, design review
and Ada County Highway requirements.
Moved by EASON and seconded by SMITH to recommend to city council
approval of the request of rezoning from R-5 to CBD with the
condition that the proposed changes go through the Design Review
Committee and subject to the requirements of Ada County Highway
District. ALL AYE: MOTION CARRIED.

third Public Hearing, an application submitted by Monty Edwards
for Annexation and zoning for his property known as U-Catch-Em
Trout Farm.
Speakers in favor of the application were Monty and Marie
Edwards. There was no opposition to the proposal.
The Edwards request is for annexation to the City of Eagle and
request commercial zoning in order to accommodate a lunch counter
and bakery that they intend to have in their development at the
Trout Farm. They will also have a public swimming pool, spas,
fishing, camping, and picnic sites. They advised the commission
that they do have an artisan well on the site.
The Public Hearing was closed and discussion followed.
It was brought to the commission's attention that the property is
in the 100 year flood plain, that there would be restrictions
place on the development by Ada County Highway, that Design
Review would be involved and that there would be a need to
conform to the Boise River Plan. The question regarding Central
Sewer and water was brought up.
Moved by EASON and seconded by NYBORG to recommend approval of
the annexation and zoning request with the following conditions:

Subject to Design Review as to the Green Belt and Boise
River Plan

FINDING OF FACT AND CONCLUSION OF LAW/EAGLE RIDGE SUBDIVISION:
Moved by EASON and seconded by NYBORG to approve the Findings of
Fact, subject to a change in paragraph 1, item 2. That it read a
32 foot road section be constructed rather than the 28 food road
section be constructed, as it reads now. ALL AYE: MOTION
CARRIED.
TITLE 8 AND 9 were discussed. It was recommended that the
commissioners study both titles and consider combining Title 8
and 9.

That further discussion would be considered at the next workshop
meeting which will be held on Tuesday, November 17, 1987.
