ROLL CALL: Present: WRIGHT, MCLAUGHLIN, and SMITH. Absent: GUERBER and JOHNSON. A quorum is present. 3. CONSENT AGENDA: ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of April 16, 2018. B. Findings of Fact & Conclusions of Law for RZ-06-17 & PP -07-17 — Senora Creek Subdivision No. 4 — Michael Stephenson: Michael Stephenson, represented by Matt Schultz, is requesting a rezone with a development agreement from R -E (Residential -Estates) to R -3 -DA (Residential with a development agreement) and preliminary plat approval for Senora Creek Subdivision No. 4, a 9 -lot (6 residential, 3 common) residential subdivision. The 2.64 -acre site is located on the west side of North Park Lane, approximately 1,025 -feet south of the intersection of North Park Lane and West Floating Feather Road at 889 North Park Lane. Smith makes a motion to approve the consent agenda. Seconded by McLaughlin. ALL AYES... MOTION CARRIES. 4. UNFINISHED BUSINESS: NONE PUBLIC HEARINGS: A. CU-01-18/PPUD-01-18/PP-02-18 — Snogualmie River Subdivision No. 2 Planned Unit Development — White Sturgeon, LLC: White Sturgeon, LLC, represented by Justin Martin, is requesting conditional use permit, preliminary development plan, and preliminary plat approval, for Snoqualmie River Subdivision No. 2, an 81 -lot (70 -buildable, 11 -common) residential planned unit development. The 29.26 -acre site is located on the west side of North Palmer Lane approximately 1,125 -feet west of Palmer Lane and approximately 800 -feet south of the intersection of North Palmer Lane and West Floating Feather Road. Justin Martin, 6401 West Floating Feather Road. The applicant provides a brief overview of the application. Martin responds to questions from the Commission. City Planner, Mike Williams, provides a detailed overview of the application. Williams responds to questions from the Commission. Chairman Wright opens the Public Hearing. Debbie Gibson, 4868 West Clearfield Court. Gibson expresses concerns regarding traffic accidents and safety in the surrounding area, requests that the developer be required to complete road improvements prior to moving forward with this phase, and expresses frustration at the fact that the Page 1 of 2 KAP&Z\MINUTES\2018 PZ-05-07-18min.doc Homeowners' Association will not be turned over to the residents until build -out of the development is complete. Gibson responds to questions from the Commission. The applicant provides rebuttal, responds to concerns raised during the public hearing, and responds to questions from the Commission. Chairman Wright closes the Public Hearing. General discussion amongst the Commission. Smith makes a motion to recommend for approval item 5A CU-01-18/PPUD-01-18/PP-02-18. Discussion. Seconded by McLaughlin. ALL AYES... MOTION CARRIES. City Planner, Mike Williams, requests confirmation that the intent is to include all site specific and standard conditions of approval as recommended by Staff. The Commissioners confirm that this is correct. 6. NEW BUSINESS: NONE 7. REPORTS: A. Commission: Commissioner Smith inquires about the status of a property located on State Street. B. City Attorney: City Attorney, Cherese McLain, provides information about the City's involvement in subdivision CC&Rs. McLain informs the Commission that the oil & gas ordinance is on the May 8, 2018 City Council agenda. C. Staff: City Planner, Mike Williams, provides a brief overview of upcoming applications. 8.
