February 20, 2018
Minutes
1. CALL TO ORDER: Meeting called to order at 6:00 P.M.
2. ROLL CALL: Present: WRIGHT, GUERBER, JOHNSON, and SMITH. Absent: KOELLISCH.
A quorum is present.
3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.
A. Minutes of February 5, 2018.
B. Findings of Fact & Conclusions of Law for A-03-17 & RZ-07-17 — Annexation and Rezone
from RUT (Rural -Urban Transition — Ada County Designation) to R -E -DA (Residential -
Estates with a Development Agreement) — Ryan Wilhite: Ryan Wilhite, represented by
Marks Land Surveying, Inc., is requesting approval of an annexation with rezone with a
development agreement from RUT (Rural -Urban Transition — Ada County Designation) to R -E-
DA (Residential -Estates with a development agreement). The 5 -acre site is located on the south
side of West Beacon Light Road approximately 600 -feet east of North Ballantyne Lane at 1825
West Beacon Light Road.
Johnson makes a motion to approve the consent agenda. Seconded by Smith. ALL AYES...
MOTION CARRIES.
4. UNFINISHED BUSINESS: NONE
5. PUBLIC IIEARINGS:
A. CU -11-17 — Saint Alphonsus Hospital — Saint Alphonsus Health System: Saint Alphonsus
Health System, represented by Brandon McDougald with Kin -ley Horn, is requesting
conditional use permit approval to convert the existing Saint Alphonsus emergency medical
facility to a full-service hospital with eight (8) exam rooms, an imaging department with X -Ray
services, and eight (8) inpatient beds. The 5.64 -acre site is located on the northeast corner of
East Shore Drive and East Riverside Drive at 323 East Riverside Drive. This item was continued
from the January 16, 2018, Planning & Zoning Commission meeting.
Chairman Wright informs the Commission that the applicant has requested that the application be
"pulled indefinitely."
City Planner, Brian Parker, requests that the item be remanded back to staff until further notice.
Guerber moves to remand the item of the public hearing item 5A CU -11-17 — St. Alphonsus
Hospital back to staff. Seconded by Smith. ALL AYES... MOTION CARRIES.

7. REPORTS:
A. Commission: Commissioner Smith inquires why St. Alphonsus was required to come before the
Planning & Zoning Commission for a change to a hospital facility. Chairman Wright informs the
Commission about his experience testifying before the Idaho House of Representatives
regarding land use decision appeals. Commissioner Smith requests that City Attorney, Cherese
McLain, explain the role that public testimony plays in regard to Commission recommendations.
B. City Attorney: None.
C. Staff: City Planner, Brian Parker, requests input from the Commission regarding paperless
packets.
ADJOURNMENT:
Johnson moves to adjourn. Seconded by Wright. ALL AYES... MOTION CARRIES.
Hearing no further business, the Commission meeting adjourned at 6:13 P.M.
