CALL TO ORDER: Meeting called to order at 6:02 P.M.
2. ROLL CALL: Present: WRIGHT, GUERBER, JOHNSON, and SMITH. Absent: KOELLISCH.
A quorum is present.
CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.
A. Minutes of January 2, 2018.
Smith makes a motion to accept the minutes as described. Seconded by Johnson. ALL
AYES... MOTION CARRIES.
4. UNFINISHED BUSINESS: NONE
PUBLIC HEARINGS:
A. CU -11-17 — Saint Alphonsus Hospital — Saint Alphonsus Health System: Saint Alphonsus
Health System, represented by Brandon McDougald with Kimley Horn, is requesting
conditional use permit approval to convert the existing Saint Alphonsus emergency medical
facility to a full-service hospital with eight (8) exam rooms, an imaging department with X -Ray
services, and eight (8) inpatient beds. The 5.64 -acre site is located on the northeast corner of
East Shore Drive and East Riverside Drive at 323 East Riverside Drive. This item was continued
from the December 18, 2017, Planning & Zoning Commission meeting.
Guerber makes a motion to continue item CU -11-17 to the February 20, 2018, meeting.
Seconded by Smith. ALL AYES... MOTION CARRIES.
B. A-02-17/RZ-05-17/CU-12-17/PPUD-06-17/PP-06-17 — Brookway Subdivision — Trilogy
Idaho: Trilogy Idaho, represented by Kent Brown, is requesting an annexation, rezone from
RUT (Residential -Urban Transition — Ada County designation) to R -2 -DA -P (Residential with a
development agreement — PUD), conditional use permit, preliminary development plan, and
preliminary plat approvals for Brookway Subdivision, a 122 -lot (105 -buildable, 17 -common)
residential planned unit development. The 61.34 -acre site is generally located on the west side
of North Lanewood Road, approximately 1/2—mile north of the intersection of North Lanewood
Road and West Floating Feather Road.
Kent Brown, 3161 East Springwood Drive, Meridian, Idaho. The applicant's representative provides
a brief overview of the application.
Brown responds to questions from the Commission.
City Planner, Mike Williams, provides a detailed overview of the application.

Brown addresses concerns of the Commission and explains that all lots will meet the 17,000 -square
foot minimum lot size.

General discussion amongst the Commission regarding the application.
Guerber makes a motion that we approve item 5B — A-02-17/RZ-05-17/CU-12-17/PPUD-06-
17/PP-06-17 — Brookway Subdivision - Trilogy Developers with the site specific conditions of
approval on page 6 of staff report and with the standard conditions of approval on page 12,
and I would forego any kind of modification in regard to that 17,000 -square feet. Seconded by
Smith. ALL AYES... MOTION CARRIES.
C. PP/FP-03-17 — Piccadilly Village Subdivision No. 2 — Old Town I, LLC: Old Town I, LLC,
represented by Mark L. Butler, is requesting combined preliminary/final plat approval for
Piccadilly Village Subdivision No. 2, a 3 -lot commercial subdivision (re -subdivision Lot 14,
Block 1, Piccadilly Village Subdivision). The 1.75 -acre site is located at the southeast corner of
North Echohawk Lane and East Hill Road at 220 South Echohawk Lane.
Derritt Kerner, 270 North 27`h Street, Boise, Idaho. The applicant's engineer provides a brief
overview of the application.
Kerner responds to questions from the Commission.
Mark Butler, 1675 East Bishop Way. The applicant answers questions from the Commission.
City Planner, Mike Williams, provides a detailed overview of the application.

General discussion amongst the Commission regarding the application.
Johnson makes a motion to recommend approval for item 5C PP/FP-03-17 Piccadilly Village
Subdivision No. 2 with the staff recommended specific conditions of approval on page 5 of the
staff report and the standard conditions of approval on page 11 of the staff report. Seconded
by Smith. ALL AYES... MOTION CARRIES.
6. NEW BUSINESS: NONE
7. REPORTS:
A. Commission: Commissioner Smith references the training meeting that took place on January
I 11h, inquires whether there is an update regarding city issued email addresses, and provides a
brief overview of topics covered at the meeting. Commissioner Johnson describes her recent
experience helping friends find a property in Eagle.
B. City Attorney: City Attorney, Cherese McLain, provides more information regarding
Commissioner Smith's comments regarding city -issued email addresses.
C. Staff: City Planner, Mike Williams, provides an update regarding previous applications and a
brief overview of upcoming applications.
