Minutes
1. CALL TO ORDER: Meeting called to order at 6:00 P.M.
2. ROLL CALL: Present: WRIGHT, KOELLISCH, GUERBER, and SMITH. Absent: JOHNSON.
A quorum is present.
3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.
A. Minutes of November 6, 2017.
Koellisch makes a motion to approve the consent agenda as written. Seconded by Guerber.
ALL AYES... MOTION CARRIES.
4. UNFINISHED BUSINESS: NONE
5. PUBLIC HEARINGS:
A. CU-09-17/PPUD-05-17/PP-05-17 — Enfield Commons Planned Unit Development — Nine
4s, LLC: Nine 4s, LLC, represented by Becky McKay with Engineering Solutions, LLP, is
requesting conditional use permit, preliminary development plan, and preliminary plat approval,
for Enfield Commons Subdivision, a 21 -lot (10 -residential [inclusive of 36 dwelling units — 8-
four-plexes, 2 -duplexes], 11 -common) residential planned unit development. The 4.15 -acre site
is located on the southwest corner of West Escalante Drive and North Linder Road at 341 North
Linder Road.
Becky McKay, Engineering Solutions, 1029 North Rosario Street, Suite 100, Meridian, Idaho. The
applicant's representative provides a brief overview of the application.
McKay responds to questions from the Commission.
City Planner, Mike Williams, provides a detailed overview of the application.
Williams responds to questions from the Commission.
Chairman Wright opens the public hearing.
Tim Neilson, 1089 North Golden Crown Way. Neilson opposes the application due to the density of
the site, the fact that the units will be rentals, and concerns about traffic.
Joe Carter, 25455 North Lansing Lane, President of Council at Hope Lutheran Church. Carter
opposes the application due to concerns about insufficient parking and traffic.
Rev. Mike Sager, 273 South Selwood Way, Star, Idaho. Sager opposes the application due to traffic
and safety concerns.
Joe Kynaston, 499 North Linder Road. Kynaston opposes the application due to traffic concerns and
the fact that the units will be rental units.

Brad Pike, 690 North Foudy Lane. Pike opposes the project due to potential traffic and safety
concerns.
Mark Steitz Hamblen, 475 North Baxter Way. Steitz Hamblin opposes the application due to traffic
concerns.
Don Flynn, 2977 West Balata Court, Meridian, Idaho. Flynn, the applicant, responds to concerns
expressed by the public.
Joe Roberts, 5556 West Saguaro Drive. Roberts expresses concerns about the amount of open space
proposed with the project.
Thomas York, 703 North Foudy Place. York explains that he wrote the letter that has been discussed
by the Commission, explains his concerns about the application being "fast -tracked", and opposes
the application due to the use of the easement as a parking area.
Rich Lowery, 865 North Stockhelm Way. Lowery opposes the project due to concerns about traffic
and growth in the area, and the quality of the project.
Dennis Dufenhorst, 1757 North Radcliffe Way. Dufenhorst opposes the application due to concerns
about traffic along the easement into the church parking lot.
Chairman Wright requests a recess at 8:42 P.M.
Chairman Wright resumes the meeting at 8:49 P.M.
McKay provides rebuttal and address concerns from public testimony and from the Commission.
Cody Weight, President of Solitude Homes. The applicant explains that the goal is to produce a
high-quality product and attract a high-quality renter.
Weight responds to questions from the Commission.
Chairman Wright closes the public hearing.
General discussion amongst the Commission regarding the application.
Smith makes a motion to recommend for approval item CU-09-17/PPUD-05-17/PP-05-17 with
the following exceptions: Item No. 20 on the site specific conditions of approval that carports
shall be prohibited — that should be removed. Also, the request for setback adjustment found
on page 25 of 30 — the previously approved setbacks the applicant is proposing the following
setbacks — that we accept the applicant's proposal for setbacks; the one provision there was
that the buildings must be 20 -feet apart, that seemed to be the overarching concern. Seconded
for purpose of further discussion by Guerber.
Discussion amongst the Commission.
Smith: I would say strike condition 20.
Discussion.
Smith: Keep first sentence of condition 20, strike the rest.
Discussion.
Smith: Minimum building separation of 20 -feet should be in there.
Koellisch makes a subsequent motion: everything about Commissioner Smith's motion is fine,
except for item 20 — I would leave it as -is. Seconded by Wright.
Subsequent motion: TWO AYES, TWO NAY (GUERBER AND SMITH)... MOTION FAILS.
Original motion: THREE AYES, ONE NAY (KOELLISCH)... MOTION CARRIES.

B. City Attorney: City Attorney Cherese McLain explains that explaining acronyms will help new
Council members learn and have a better understanding of what is being discussed.
