I . CALL TO ORDER: Meeting called to order at 6:02 P.M.
2. ROLL CALL: Present: WRIGHT, KOELLISCH, GUERBER, JOHNSON, and SMITH. A
quorum is present.
3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of August 7, 2017.
B. Findings of Fact & Conclusions of Law for CU -07-17 — Waiver to Allow an Accessory
Dwelline Unit (ADU) to be Located within the Front Yard Area — Corey Elitharp:
Corey Elitharp is requesting conditional use permit approval for a waiver of the 60 -foot front
yard setback required in the A -R zone and a waiver to allow an accessory dwelling unit
(ADU) to be located in the front yard area (front of the front plane of the principal structure).
The 4.7 -acre site is located on the east side of North Ballantyne Lane approximately 305 -Feet
north of the intersection of West Hereford Drive and North Ballantyne Lane at 842 North
Ballantyne Lane.
Koellisch makes a motion to approve the consent agenda as written. Seconded by Guerber.
FOUR AYES... MOTION CARRIES. (Smith abstains.)
4. UNFINISHED BUSINESS: NONE
5. PUBLIC HEARINGS:
A. CPA -02-17 — Eagle is HOME Comprehensive Plan Update — City of Eagle: The City of
Eagle is requesting the adoption of the Eagle is HOME Plan, an update and replacement to
the City of Eagle 2015 Comprehensive Plan, pursuant to Idaho Code §67-6509.
City Planner, Nichoel Baird Spencer, provides a detailed overview of the application.
Chairman Wright opens the Public Hearing.
Scott Grow, 556 North Clearpoint Way. Grow expresses concerns regarding speed limits and
signal lights,
George Schnarre, 723 North Spyglass Way. Schnarrc informs the Commission that he has
provided a written response to the materials presented and requests that the Commission review
his document.
Mac McOmber, 416 West Ashbourne Drive. McOmber participated in the Eagle is HOME
Committee and encourages the Commission to approve the Comprehensive Plan.
Hal Bunderson, 582 West River Heights Drive. Bunderson co-owns a 15 -acre property north of
Chinden Boulevard and west of Linder Road, and requests that Comprehensive Plan be modified
to reclassify the property from Residential Estates to Residential.

Annie Eastman, 1808 North Teton Springs Avenue. Eastman expresses concerns about the idea
of Eagle being a self-sustaining city, does not want to see Eagle tum into a high-density
community, and inquires whether the employment figures accounted for the number of people
who work from home.
Lorrie Argabrite, 2463 East Heathfield Court. Argabrite has concerns about oil -drilling and
fracking in Eagle, and inquires whether the Comprehensive Plan will be edited to reflect land
leased to gas companies.
John Wilson, 1053 North Crownhaven Way, Star, Idaho. Wilson is a pastor at Creekside Bible
Fellowship located at 350 East State Street. Wilson expresses concerns regarding a possible
extension of Idaho Street which would impact the church property, and expresses the church's
interest in being a good partner with the City.
Teresa Yragui, 1462 North Echo Creek Place. Yragui expresses broad support for the plan,
including the location of schools in neighborhoods, the idea of a closed high-school campus, the
concept of Eagle becoming a complete community, higher density located closer to downtown,
and feels that the growth estimates in the Plan are conservative.
Merlin Bodily, 7075 North Linder Road. Bodily restates Bunderson's earlier request regarding
the property north of Chinden Boulevard and west of Linder Road.
Kenneth Baker, 2102 North Canter Place. Baker expresses concerns about growth, travel time to
surrounding cities, and would like to see taxes addressed.
Cindy Greco, 18452 Bemardo Trails Court, San Diego, California. Greco requests that the
Comprehensive Plan be modified to reclassify the 27 -acre parcel located at Highway 55 and Hill
Road from Business Park (BP) to Mixed Use (MU).
Randy Limani, Arthur Berry Company, 250 West Bobwhite Court, Boise, Idaho. Limani requests
that the 27 -acre site located at the northeast comer of Highway 55 and Hill Road be designated
as Mixed Use in the Comprehensive Plan.
lane Suggs, WHPacific, 2141 West Airport Way, Boise, Idaho. Suggs explains why she feels that
a comprehensive plan change is warranted on the 27 -acre site located at the northeast comer of
Highway 55 and Hill Road.
Stan Cale, Cole Architects, 108 West Main Street, Boise, Idaho. Cole explains why he feels that
the 27 -acre site located at the northeast comer of Highway 55 and Hill Road should have a land
use designation of Mixed Use.
Daniel Gold, 609 West Bosanka Drive. Gold expresses approval of the plan, feels that the plan
sets a reasonable expectation for growth, and feels that the mixture of uses and densities outlined
in the plan are important.
Anna Chase, 524 West Floating Feather Road. Chase expresses support of the plan, particularly
the plan's inclusion of higher -density housing.
Jeff Withroe, 1134 North Covenant Hill Way. Withroe questions the percentages provided in the
presentation and opposes high-density housing and public transportation.
Jim Bowden, 2270 East Ashbrook Drive. Bowden expresses concerns about the City's northern
reach and stales that he would like to see the downtown connected with Merrill Park and the
greenbelt without having to cross Highway 44.
Steven Purvis, 3939 North Brookside Lane. Purvis commends the work that was done and feels
that the plan is reasonable.
City Planner, Nichoel Baird Spencer, provides rebuttal and responds to questions from the public
and the Commission.
Chairman Wright closes the Public Hearing.

General discussion amongst the Commission.
Guerber moves that the Planning and Zoning Commission recommend approval of the
2017 Comprehensive Plan update with following amendment-- that being the incorporation
of the staff recommendations into the document. Seconded by Johnson. FOUR AYES...
MOTION CARRIES. (Smith abstains.)
6. NEW BUSINESS: NONE

B. City Attorney: City Attorney Cherese McLain provides an update regarding fracking
ordinances.
C. Staff: None
Smith moves to adjourn. Seconded by Wright. ALL AYES... MOTION CARRIES.
