CALL TO ORDER: Meeting called to order at 6:00 P.M.
ROLL CALL: Present: WRIGHT, KOELLISCH, GUERBER, and JOHNSON. Absent:
SMITH. A quorum is present.
3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order.
4 Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of July 10, 2017.
B. Findings of Fact & Conclusions of Law for CU-06-17/PPUD-03-17/PP-03-17 —
Snonualmie Falls No. 10 Planned Unit Development — Brahma, LLC: Brahma, LLC,
represented by Justin Martin, is requesting conditional use permit, preliminary development
plan, and preliminary plat approval, for Snoqualmie Falls Subdivision No. 10, a 167 -lot (140 -
buildable, 26 -common, and ]-sewer pump station lot) residential planned unit development.
The 74.83 -acre site is located on the east side of North Palmer Lane approximately 1,875 -
feet south of the intersection of North Palmer Lane and West Floating Feather Road.
City Planner, Mike Williams, requests that Item 6A VAC -04-17 - Vacation to the Final Plat
of Henry's Fork Subdivision No. 3 — HHS Construction he moved to the consent agenda,
and states that the applicant is agreeable to all site specific conditions.
Guerber makes a motion to approve the consent agenda as amended to include item 6A on
the current agenda, as well as items A and B. Seconded by Johnson.
Discussion.
Williams requests that the maker of the motion move on item 3C sending it forward with a
recommendation of approval.
Guerber amends the motion to follow staff recommendations on item 6A. Seconded by
Johnson. ALL AYES... MOTION CARRIES.
4. UNFINISHED BUSINESS: NONE
5. PUBLIC HEARINGS:
A. CU -07-17 — Waiver to Allow an Accessory Dwellin Unit (ADU) to be Located within
the Front Yard Area — Corey Elitharp: Corey Elitharp is requesting conditional use permit
approval for a waiver of the 60 -foot front yard setback required in the A -R zone and a waiver
to allow an accessory dwelling unit (ADU) to be located in the front yard area (front of the
front plane of the principal structure). The 4.7 -acre site is located on the east side of North
Ballantyne Lane approximately 305 -feet north of the intersection of West Hereford Drive
and North Ballantyne Lane at 842 North Ballantyne Lane.

of the application.

City Planner, Mike Williams, provides a detailed overview of the application.
Chairman Wright opens the Public Hearing.
David Trowbridge, 920 North Lionbridge Place. Trowbridge expresses concerns about the
possibility that the property could be used as a rental property.
John Kirk, 1877 West Woodvalley Street. Kirk expresses concerns about the possibility that the
property could be used as a rental property.
The applicant provides rebuttal and addresses concerns from public testimony.
Chairman Wright closes the Public Hearing.
General discussion amongst the Commission regarding the application.
Koellisch makes a motion to recommend for approval item 5A CU -07-17 the waiver to
allow an accessory dwelling unit to be Iocated within the front yard area with the site
specific conditions of approval as stated, with the addition of site specific condition of
approval number 5 which requires both units be connected to city sewer and water services
prior to a certificate of occupancy being issued. Seconded by Guerber.
City Planner, Mike Williams, requests that the motion maker amend the motion to state central
services instead of city services.
Koellisch amends the motion to state central services. Seconded by Guerber. ALL AYES...
MOTION CARRIES.
6. NEW BUSINESS:
A. VAC -04-17 -- Vacation to the Final Plat of Henry's Fork Subdivision No. 3 — HHS
Construction: HHS Construction, represented by Aaron Ballard with KM Engineering,
LLP, is requesting a vacation of the public utility, drainage, and irrigation easement located
over the common side lot line of Lots 3 and 4, Block 3, within Henry's Fork Subdivision No.
3. The two residential lots are located on the south side of North Wind Cave Way
approximately 100 -feet west of the intersection of North Wind Cave Way and North Granite
Creek Way at 1949 (Lot 3) and 1977 (Lot 4) North Wind Cave Way.
This item was moved to the consent agenda.
7. REPORTS:
A. Commission: Commissioner Guerber informs the Commission that the Comprehensive Plan
public hearing is scheduled for August 28, 2017.
B. City Attorney: City Attorney, Cherese McLain, informs the Commission that the City
Council will be hearing an ordinance amendment that will change the structure of the Design
Review Board from that of a final decision to that of a recommendation with a City Council
appointed liaison.
C. Staff: NONE.

Guerber moves to adjourn. Seconded by Wright. ALL AYES... MOTION CARRIES.
