1, CALL TO ORDER: Meeting called to order at 6:03 P.M.
2. ROLL CALL: Present: WRIGHT, GUERBER, KOELLISCH, and SMITH. Absent:
VILLEGAS. A quorum is present.
3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findin s of Fact & Conclusions of Law for CPA -03-16 A-08-16 & RZ-13-16 — Cit
Initiated Comprehensive Plan Map Amendment Annexation and Rezone from RR
Ada County Designation) to PS (Public/Semi-public) — City of Eagle:, The City of Eagle
is requesting a comprehensive plan map amendment to Public/Semi-public and an annexation
and rezone from RR (Rural Residential — Ada County designation) to PS (Public/Semi-
public). The purpose of the applications is to annex the portion of the Ada -Eagle Sports
Complex property which was recently acquired by the City. The two parcels totaling 15.9 -
acres are located on the east side of North Horseshoe Bend Road approximately 2000 -feet
north of East Floating Feather Road. No development or changes to the park's use are
proposed.
C. Findings of Fact & Conclusions of Law for A-09-16 & RZ-15-16 — Annexation and
Rezone from RUT Rural -Urban Transition — Ada Count -Y Designation) and A -R
(Agricultural -Residential) to MU -DA Mixed Use with a Development Agreement) — Ed
Chaney: Ed Chaney, represented by Kirsti Grabo with KM Engineering, LLP, is requesting
an annexation and rezone from RUT (Rural -Urban Transition — Ada County designation) and
A -R (Agricultural -Residential) to MU -DA (Mixed Use with a development agreement). The
6.58 -acre site is located on the south side of State Highway 44, approximately 1,690 -feet
west of the intersection of West State Street and State Highway 44 at 2811 West State Street.
Koellisch makes a motion to accept the consent agenda as written. Seconded by Guerber.
THREE AYES... MOTION CARRIES (Smith abstains).
4. UNFINISHED BUSINESS: NONE.
PUBLIC HEARINGS:
A. RZ-16-161PP-10-16 — Larkin Village Subdivision — Paradigm Construction — Jim
Larkin: Paradigm Construction — Jim Larkin, represented by Joe Pachner with KM
Engineering, LLP, is requesting a rezone from MU (Mixed Use) to MU -DA (Mixed Use
with a development agreement [in lieu of a conditional use permit]) and preliminary plat
approvals for Larkin Village Subdivision, a 17 -lot (I 1 residential, 1 commercial, 4 common,
and 1 private street) subdivision. The 1.55 -acre site is located on the south side of East State
Street approximately 1 15 -feet east of South Golden Eagle Lane at 1301 East State Street.

Chairman Wright opens the Public Hearing.
George RuppeI, 404 South Golden Eagle Lane. Ruppel opposes the development due to proposed
reduced minimum lot size, reduced setbacks, reduced lot width, and 2 -story construction.
Shirley Hamm, 344 South Golden Eagle Lane. Hamm asks for clarification on the purpose of
Mixed Use zoning.
The applicants provide rebuttal and address the concerns from public testimony and from the
Commission.
Chairman Wright closes the Public Hearing.
General discussion amongst the Commission regarding the application.
Smith makes a motion to recommend for approval RZ-16-161PP-14-16 — Larkin Village
Subdivision — with the change being to item 3.8 on page 5 of 26 to strike single -story and
put in not to exceed 25 -feet, 7 -inches. Seconded by Guerber. Discussion. Smith amends his
motion to also allow for ribbon curbing, as requested by the applicant. Seconded by
Guerber. ALL AYES... MOTION CARRIES.
6. NEW BUSINESS:
A. VAC -41-17 — Vacation to the Final Plat of Westover Lakes Subdivision -- Marie Rose
Gebran: Marie Rose Gebran, represented by Denise C. Lauerman with the Land Group, Inc.,
is requesting a vacation of the public utility, irrigation, and drainage easements from Lots I 1
and 12, Block 3, within Westover Lakes Subdivision. The site is Iocated on the northwest
side of South Fox Glen Way approximately 590 -feet north of the intersection of South Fox
Glen Way and West Bogus View Drive at 2067 South Fox Glen Way.
Denise Lauerman, 462 East Shore Drive. The applicant provides a brief overview of the
application.
City Planner, Brian Parker, provides a detailed overview of the application.
Koellisch makes a motion to recommend for approval item 6A VAC -01-17 — Vacation to
the Final Plat of Westover Lakes Subdivision. Seconded by Smith. ALL AYES... MOTION
CARRIES.
7. REPORTS:
A. Commission: NONE.
B. City Attorney: City Attorney, Cherese McLain, provides an update to the Commission
regarding ADA compliance.
C. Staff: City Planner, Mike Williams, provides a general overview of upcoming applications.
8. ADJOURNMENT:
Smith makes a motion to adjourn until the next meeting. Seconded by Wright. ALL AYES...
