CALL TO ORDER: Meeting called to order at 6:15 P.M.
2, ROLL CALL: Present: WRIGHT, GUERBER, VILLEGAS. Absent: KOELLISCH, SMITH.
A quorum is present.
CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of January 9, 2017.
Villegas would like to make a motion to accept the consent agenda. Seconded by Guerber.

5. PUBLIC HEARINGS:
A. CPA -03-16 A-08-16 & RZ-13-16 — City Initiated Comprehensive Plan May
Amendment, Annexation and Rezone from RR (Ada County Designation) To PS
(Public/Semi-public) — City of Eagle: The City of Eagle is requesting a comprehensive plan
map amendment to Public/Semi-public and an annexation and rezone from RR (Rural
Residential — Ada County designation) to PS (Public/Semi-public). The purpose of the
applications is to annex the portion of the Ada -Eagle Sports Complex property which was
recently acquired by the City. The two parcels totaling 15.9 -acres are located on the east side
of North Horseshoe Bend Road approximately 2000 -feet north of East Floating Feather
Road. No development or changes to the park's use are proposed.
City Planner, Emily Gero, provides a detailed overview of the application.
Chairman Wright opens the Public Hearing.
There were no members of the public present to testify.
Chairman Wright closes the Public Hearing.
Guerber makes a motion that we approve CPA -03-16, A-08-16 & RZ-13-16 City Initiated
Comprehensive Plan Map Amendment, Annexation and Rezone from RR to PS. Guerber
amends the motion to a recommendation to approve. Seconded by Villegas. Discussion.
ALL AYES ... MOTION CARRIES.
B. A-09-16 & RZ-15-16 — Annexation and Rezone From RUT (Rural -Urban Transition=
Ada

Ada County Designation) and A -R (Agricultural -Residential) To MU -DA (Mixed Use
with a Development Agreement) — Ed Chaney: Ed Chaney, represented by Kirsti Grabo
with KM Engineering, LLP, is requesting an annexation and rezone from RUT (Rural -Urban
Transition — Ada County designation) and A -R (Agricultural -Residential) to MU -DA (Mixed

Use with a development agreement). The 6.58 -acre site is located on the south side of State
Highway 44, approximately 1,690 -feet west of the intersection of West State Street and State
Highway 44 at 2811 West State Street.

Chairman Wright makes the motion that we recommend for approval item 5B A-09-16 &
RZ-15-16 Annexation and Rezone from RUT and A -R to MU -DA on behalf of Mr. Chaney.
Seconded by Guerber. Discussion. ALL AYES...MOTION CARRIES.
6. NEW BUSINESS: NONE.
7. REPORTS:
A. Commission: Commissioner Guerber provides an update regarding the most recent
Comprehensive Plan meeting.
B. City Attorney: City Attorney, Cherese McLain, provides an update regarding Idaho Materials
& Construction.
C. Staff: City Planner, Mike Williams, informs the Commission that there will be two open
houses taking place in February regarding the changes to the floodplain maps; Williams
provides a brief list of upcoming applications coming. Zoning Administrator, Bill Vaughan,
informs the Commission that the City Council is interested in scheduling a meeting with the
Planning and Zoning Commission and the Design Review Board.
ADJOURNMENT:
Wright makes a motion to adjourn. Seconded by Guerber. ALL AYES... MOTION CARRIES.
Hearing no further business, the Commission meeting adjourned at 6:50 P.M.
