CALL TO ORDER: Meeting called to order at 6:02 P.M.
ROLL CALL: Present: WRIGHT, VILLEGAS, KOELLISCH, SMITH. Absent: GUERBER.
CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.
A. Minutes of November 21, 2016.
B. Findin s of Fact & ConcIusions of Law for RZ-11-16 — Rezone from MU to MU -DA for a
Senior Livine Facility — Riverside Senior Development Co. LLC: Riverside SR Development
Co. LLC, represented by Tamara Thompson with The Land Group, Inc., is requesting a rezone
from MU (Mixed Use) to MU -DA (Mixed Use with a development agreement [in lieu of a
conditional use permit]) for a 146 -unit senior living facility. The 6.0 -acre site is generally
located southeast of Merrill Park and adjacent to the southern boundary of Merrill Park
approximately 250 -feet east of the intersection of East Shore Drive and East Riverside Drive.
Koellisch mattes a motion to recommend the consent agenda as written. Seconded by Villegas.
THREE AYES... MOTION CARRIES (Smith abstains).
4_ UNFINISHED BUSINESS:
A. A-05-16/RZ-09-16/CU-07-16/PPUD-02-16/PP-04-16 — Brookway Subdivision — Iron
Mountain Real Estate: Iron Mountain Real Estate, represented by Kent Brown, is requesting
an annexation, rezone from RUT (Residential -Urban Transition — Ada County designation) to
R -6 -DA -P and R -2 -DA -P (Residential with a development agreement — PUD), conditional use
permit, preliminary development plan and preliminary plat approvals for Brookway Subdivision,
a 194 -lot (180 -residential, 14 -common) residential planned unit development. The 89.35 -acre
site is generally located on the west side of North Lanewood Road, approximately 112—mile
north of the intersection of North Lanewood Road and West Floating Feather Road. This item
was continued frau the November 21, 2016 Commission hearing.
City Planner, Mike Williams, provides an update that the applicant has requested the item be
continued due to a scheduling conflict. Staff is requesting the item be continued to the December
19`h meeting.
Koellisch would like to make a motion to recommend to move item 4A A-05-16/RZ-09-16/CU-
07-16/PPUD-02-16/PP-04-16 Brookway Subdivision to move that continuation to December
19". Seconded by Smith. ALL AYES... MOTION CARRIES.

5. PUBLIC HEARINGS:
A. CPA-01-16/A-07-16/RZ-12-16/PP-07-16 -- Tandem Ride Subdivision — Guy Hendrickson
& Greg Mcva : Guy Hendrickson/Greg Mcvay, represented by Shawn Nickel with Rennison
Engineering, are requesting a comprehensive plan map amendment to High Density Residential,
annexation, rezone from C2 (Community Commercial — Ada County designation) to MU -DA
(Mixed Use with development agreement [in lieu of a conditional use permit]), and preliminary
plat approvals for Tandem Ridge Subdivision, a 25 -lot (24 buildable, 1 common) single-family
residential subdivision. The 1.98 -acre site is located on the east side of North Horseshoe Bend
Road approximately 120 -feet south of West Goose Creek Road at I2000 North Horseshoe Bend
Road.
City Planner, Mike Williams, provides an update that staff has requested the item be continued to
the December 19" meeting due to the fact that Ada County Highway District (ACHD) approval was
not yet received. Williams explains that ACHD anticipates having the approval completed by
December 14'".
Smith would like to make a motion to reschedule item SA CPA-01-16/A-07-16/RZ-12-16/PP-
07-16 — Tandem Ridge Subdivision from this evening until December 19, 2016. Seconded by
Koellisch. ALL AYES... MOTION CARRIES.
6. NEW BUSINESS: NONE
7. REPORTS:
A. Commission: NONE
B. City Attorney: NONE
C. Staff: City Planner, Mike Williams updates the Commission that the December 191h agenda
would include Tandem Ridge Subdivision and Brookway Subdivision continuation. Williams
states that due to holidays in January, there is only one (1) scheduled Planning & Zoning
meeting; Williams requests a special meeting be held on January 91 in order to ensure that the
applications heard by the Planning & Zoning Commission on December 19" can be heard by the
City Council in January. The Commission agrees to hold a special meeting on January 9, 2017 at
6:00 P.M.

Smith would like to make a motion to adjourn until December 19th. Seconded by Koellisch. ALL
AYES... MOTION CARRIES.
