1. CALL TO ORDER: Meeting called to order at 6:04 p.m.
2. ROLL CALL: Present: WRIGHT, VILLEGAS, AND KOELLISCH. Absent: SMITH AND
GUERBER. A quorum is present.
CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findings of Fact & Conclusions of Law for A-06-16 & RZ-10-16 - City Initiated Boise
River Annexation and Rezone From RUT Rural -Urban Transition - Ada Count
Designation) To PS (Public/Semi-Public) — City of Eagle: The City of Eagle is requesting
approval of an annexation and rezone from RUT (Rural -Urban Transition — Ada County
designation) to PS (Public/Semipublic) for an approximately 40.5 -acre site located along the
north channel of the Boise River approximately 1/4 -mile east of Eagle Road extending
eastward approximately 1 -mile. Upon incorporation into the Eagle City limits hunting via the
discharge of a firearm on the identified property will be prohibited. No development plans
are proposed with this application.
Koellisch moves to approve the consent agenda as presented. Seconded by Villegas. ALL
AYES... MOTION CARRIES.

5. PUBLIC HEARINGS:
A. RZ-01-16 & PP -06-16 — Senora Creek Subdivision No. 3 — Schultz Development, LLC:
Schultz Development, LLC, is requesting a rezone from A -R (Agricultural -Residential) to R-
3 -DA (Residential with a development agreement) and preliminary approvals for Senora
Creek No. 3, a 15 -lot residential subdivision (12 residential, 3 common). The 4.72 -acre site is
generally located on the west side of North Park Lane, approximately 1300 -feet south of the
intersection of North Park Lane and West Floating Feather Road.
Matt Schultz, 8421 South Ten Mile Road, Meridian, Idaho. The applicant gives a brief overview
of the application.
City Planner, Brian Parker, gives a detailed overview of the application.
City PIanner, Mike Williams, provides clarification on condition 3.2 within the development
agreement.
Chairman Wright opens the Public Hearing.
Mike Stephenson, 875 Park Lane. Stephenson is in favor of the application feels that the current
lot is an eyesore, and would like to see development on the land.

Joe Dumais, 561 North Bursera Way. Dumais is in favor of the application due to greater
accessibility to the neighborhood, and would like to see a speedbump installed.
Michelle Macaw, 4242 West Prickly Pear Drive. Macaw opposes the application due to
increased through traffic in the neighborhood and would like the road to be a cul-de-sac.
Robert Hanes, 741 North Alog Avenue. Hanes opposes the application due to increased traffic.
Jeff Raynor, 4223 West Cardon Street. Raynor is in favor of the application due to greater
accessibility to the neighborhood, and relief of use of Cardon Street.
Micha Johnson, 4382 West Prickly Pear Drive. Johnson opposes the application due to increased
traffic.
Denise Monroe, 4275 West Prickly Pear Drive. Monroe opposes the application due to increased
traffic.
Lisa Arthun, 499 North Senora Way. Arthun is in favor of the application due to greater
accessibility to the neighborhood.
Sonny Cook, 673 North AIog Avenue. Cook opposes the application due to increased through
traffic in the neighborhood and would like the road to be a cul-de-sac.
Wayne Allard, 4354 West Prickly Pear. Allard would like to see the road be a cul-de-sac.
Ryan Baxter, 519 North Bursura Way. Baxter is in favor of the application due to possible relief
of traffic on other roads.
Jim Holland, 4549 West Prickly Pear Drive. Holland is in favor of the application due to possible
relief of traffic on other roads.
Bart Brown, 4326 West Prickly Pear Drive. Brown opposes the application due to logistical
concerns of through traffic crossing Park Lane from Eagle High School.
Michelle Weese, 705 North Alog Avenue. Weese would like to see roundabouts in the event that
Prickly Pear is opened to through traffic.
Whitney Morejon, 4106 West Golden Barrel Street. Morejon opposes the application due to
increased traffic.
Doug Thorpe, 4373 West Cardon Street. Thorpe is in favor of the application due to greater
accessibility to the neighborhood.
Matt Shultz provides rebuttal and addresses the concerns from public testimony.
Chairman Wright closes the Public Hearing.
General discussion amongst the Commission regarding the application.
Koellisch makes a recommendation for approval item 5A which is RZ-01-06 and PP-06-16
Senora Creek Subdivision No. 3 with an addition to site specific condition of approval #13
to include traffic calming mechanisms such as bulb-outs and/or dips on that Prickly Pear
road section. Koellisch corrects his motion to reflect RZ-08-16 & PP-06-16. Seconded by
Wright. ALL AYES... MOTION CARRIES.
Chairman Wright requests a recess at 7:58 p.m.
Chairman Wright resumes the meeting at 8:04 p.m.
B. RZ-07-16 & PP-05-16 — Lonesome Dove Subdivision No. 2 — Zach Evans Construction:
Zach Evans Construction, represented by Mark Butler, is requesting a rezone from MU
(Mixed Use) to MU-DA (Mixed Use with a development agreement [in lieu of a PUD]) and
preliminary plat approvals for Lonesome Dove Subdivision No. 2, a 75-lot (68 buildable, 7
common) residential subdivision (re-subdivision Lot IA, Block 2, Lot 1B, Block 2, and Lot 1,

Block 1, Lonesome Dove Subdivision). The 15.63 -acre site is generally located at the
southeast and southwest corners of East Riverside Drive and South Lone Brook Way.
Mark Butler, 1675 East Bishop Way, Eagle. The applicant gives a brief overview of the
application.
City Planner, Mike Williams, gives a detailed overview of the application.
Chairman Wright opens the Public Hearing.
Todd Rowey, 1451 East Lone Creek Drive. Rowey opposes the application due to lack of
communication between the developer & HOA, parking concerns, pump -station concerns, and
amenities.
Linda Stewart, 1372 East Lone Shore Drive. Stewart opposes the application due to the fact that
Phase 2 is not of the same appearance of Phase I and concerns about accessibility and
insufficient parking.
Mike Ford, 1545 East Lone Shore Drive. Ford states the developer did not answer questions at
their neighborhood meeting.
Arielle VanHoesen, 1198 East Lone Shore Drive. VanHoesen opposes the rental aspect of the
application and voiced concerns about the Property Owner's potential control of the HOA.
Govai Pleas, 1266 East Lone Shore Drive. Pleas opposes the application due to
accessibility/egress concerns.
Kevin VanHoesen, 1198 East Lone Shore Drive. VanHoesen wants Lonesome Dove No. 2 to
have the same appearance.
Kevin Fehrmann, 1305 East Lone Shore Drive. Ferhmann opposes the rental aspect of the
application.
Jennifer Obenshain, 1150 East Lone Shore Drive. Obenshain supports the idea of development
but opposes the application due to perceived Iack of communication from developer.
Laura Randazzo, 1238 East Lone Shore Drive. Randazzo supports the idea of development but
opposes the proposed plan due to perceived lack of accessibility, density of building, and rental
aspect.
Brian Honun, 724 South Lone Brook Drive. Honun inquired whether recycle receptacles would
be provided in addition to trash receptacles.
Heath Clark, 251 East Front Street. Clark is representing Boise Hunter Homes. Clark would like
to see a landscape buffer between the applicant's property and western property line (Boise
Hunter Homes) and additional parking spaces to serve as buffer between the properties.
Maury Levi, 117I South Edgewood Way. Levi expressed concerns about insufficient parking.
Jeff Bushberg, 1414 East Lone Shore Drive. Bushberg expressed concerns about accessibility of
units.
Mark Butler provides rebuttal and addresses the concerns from public testimony.
Chairman Wright closes the Public Hearing.
General discussion amongst the Commission regarding the application.
Villegas makes a motion that we recommend for approval Item 5A RZ-07-16 & PP -05-16
Lonesome Dove Subdivision No. 2 with the following modifications to the site specific
conditions of approval: with a modification to Site Specific Condition No. 9 to change 10
feet to 5 feet; with a modification to Site Specific Condition No. 10 to have it require a
dense landscaping adjacent to Riverside Drive, within the 35 foot existing area landscape

buffer, thereby eliminating the 5 foot masonry wall requirement, and a modification to Site
Specific Condition No. 11 to read that the applicant shall provide correspondence from
Republic Services indicating Premium Trash Service will be provided for the residential
units prior to submittal of final plat application. Discussion. Seconded by Koellisch. ALL
AYES... MOTION CARRIES.

C. Staff. City Planner, Mike Williams, informed the Commission that the Isla del Rio
Development was approved by the City Council 4-0 on October 11, 2016.
