Absent: SMITH and KOELLISCH. A quorum is present. 3. CONSENT AGENDA: ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion unless specifically stated otherwise. MOTION CARRIES (Villegas abstains). 4, UNFINISHED BUSINESS: NONE PUBLIC HEARINGS: A. A-06-16 & RZ-10-16 — Annexation and Rezone from RUT Ada County Designation) to PS Public/Semi ublic - City of Eagle: The City of Eagle is requesting an annexation and rezone from RUT (Rural -Urban Transition — Ada County designation) to PS (Public/Semipublic). The approximately 40.5 -acres is located along the north side of the north channel of the Boise River approximately 1/ -mile east of Eagle Road. Upon incorporation into the Eagle City limits hunting via the discharge of a firearm on the identified property will be prohibited. No development plans are proposed with this application. City Planner, Emily Gero, provides a detailed overview of the application. Chairman Wright opens the Public Hearing. There were no members of the public present to testify. The applicant provides a closing statement. Chairman Wright closes the Public Hearing. Chairman Wright recommends for approval item 5A A-06-16 & RZ-10-16 Annexation and Rezone. Seconded by Guerber. Discussion. ALL AYES ... MOTION CARRIES. 6. NEW BUSINESS: A. VAC -02-16 — Vacation to the final plat of Colony II Subdivision — Stan Ray.• Stan Ray, represented by Nick Drzayich with Highland Homes, LLC, is requesting a vacation of a drainage and irrigation easement from Lot 2, Block 4, within Colony H Subdivision. The site is located on the southeast corner of North Cove Colony Way and West Retreat Lane at 3095 West Retreat Lane. City Planner, Mike Williams, gives a detailed overview of the application.
