I, CALL TO ORDER: Meeting called to order at 6:05 p.m.
2, ROLL CALL: Present: WRIGHT, GUERBER, and VILLEGAS. Absent: SMITH and
KOELLISCH. A quorum is present.
3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of September 6, 2016.
Guerber moves to approve the consent agenda as presented. Seconded by Villegas. ALL
AYES... MOTION CARRIES (Villegas abstains).
4, UNFINISHED BUSINESS: NONE
PUBLIC HEARINGS:
A. A-06-16 & RZ-10-16 — Annexation and Rezone from RUT Ada County Designation) to
PS Public/Semi ublic - City of Eagle: The City of Eagle is requesting an annexation and
rezone from RUT (Rural -Urban Transition — Ada County designation) to PS
(Public/Semipublic). The approximately 40.5 -acres is located along the north side of the north
channel of the Boise River approximately 1/ -mile east of Eagle Road. Upon incorporation into
the Eagle City limits hunting via the discharge of a firearm on the identified property will be
prohibited. No development plans are proposed with this application.
City Planner, Emily Gero, provides a detailed overview of the application.
Chairman Wright opens the Public Hearing.
There were no members of the public present to testify.
The applicant provides a closing statement.
Chairman Wright closes the Public Hearing.
Chairman Wright recommends for approval item 5A A-06-16 & RZ-10-16 Annexation and
Rezone. Seconded by Guerber. Discussion. ALL AYES ... MOTION CARRIES.
6. NEW BUSINESS:
A. VAC -02-16 — Vacation to the final plat of Colony II Subdivision — Stan Ray.• Stan Ray,
represented by Nick Drzayich with Highland Homes, LLC, is requesting a vacation of a
drainage and irrigation easement from Lot 2, Block 4, within Colony H Subdivision. The site
is located on the southeast corner of North Cove Colony Way and West Retreat Lane at 3095
West Retreat Lane.

Guerber makes a motion that we pass item 6A. VAC -02-16 — Vacation to the final plat of
Colony II Subdivision as outlined by staff. Seconded by Villegas. ALL AYES ... MOTION
CARRIES.
7. REPORTS:
A. Commission: Guerber provides an updated on the Comprehensive PIan Steering Committee.
B. City Attorney: None
C. Staff: City Planner, Mike Williams, provides an update on applications that went to City
Council.
8. ADJOURNMENT:
Villegas moves to adjourn. Seconded by Guerber. ALL AYES... MOTION CARRIES.
