1. CALL TO ORDER: Meeting called to order at 6:01 p.m.
2. ROLL CALL: Present: SMITH, KOELLISCH, VILLEGAS, GUERBER AND WRIGHT. A
quorum is present.
3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for CU -05-16 — Private School/Childcare
Facility — Brook Van Horn: Brooke Van Horn, represented by Brenda Van Horn, is
requesting conditional use permit approval to operate a private school/childcare facility
(preschool through 611' grade) for the care and instruction of up to thirty (30) children. The
0.33 -acre site is located on the north side of East Idaho Street approximately 115 -feet east of
the intersection of North 2"d Street and East Idaho Street at 342 East Idaho Street. This item
was continued from the May 16, 2016, Commission hearing.
C. Findin s of Fact and Conclusions of Law for PP/FP-02-16 — Feather len Subdivision —
Ja o Develo ment Inc.: Jayo Development, Inc., represented by Shawn Nickel with SLN
Planning, is requesting combined preliminary plat/final plat approval for Featherglen
Subdivision, a 7 -lot residential subdivision (6 -buildable, 1 -common). The 0.88 -acre site is
located on the south side of West Floating Feather Road at 135 West Floating Feather Road.
D. Findin s of Fact and Conclusions of Law for A-03-16/RZ-04-16 — Annexation and
Rezone from RUT ural -Urban Transition — Ada County Designation) to R -E
esidential-Estates — M. L nn McKee: M. Lynn McKee: M. Lynn McKee is requesting
approval of an annexation with rezone from RUT (Rural -Urban Transition Ada County
designation) to R -E (Residential -Estates). The 8.4I -acre site is generally located on the south
side of West Beacon Light Road approximately 350 -feet east of the intersection of North
Ballantyne Lane and West Beacon Light Road at 1887 West Beacon Light Road.
E. Findin s of Fact and Conclusions of Law for PPUD-03-14/CU-06-I4/PP-09-14 -
Sno ualmie Falls Subdivision No. 6 - Horseshoe Flats LLC: Horseshoe Flats, LLC,
represented by Ben Thomas with Civil Innovations, PLLC, is requesting conditional use
permit, preliminary development plan, and preliminary plat approvals for Snoqualmie Falls
Subdivision No. 6, a 196 -lot (176 buildable and 20 common) residential planned unit
development. The 105.65 -acre site is generally located south of Floating Feather Road,
between Linder Road and Palmer Lane at the terminus of West Signature Drive.
Smith moves to approve the consent agenda as presented. Seconded by Guerber. ALL
AYES... MOTION CARRIES (VilIegas abstains).
