1. CALL TO ORDER: Meeting called to order at 6:03 p.m.
2. ROLL CALL: Present: VILLEGAS, WRIGHT and GUERBER. Absent: SMITH and
KOELLISCH. A quorum is present.

3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of February 1, 2016.
B. Findings of Fact and Conclusions of Law for CU -10 -15 — Front and Rear Yard Setback
Waiver — Tahoe Homes: Tahoe Homes, represented by Amy Kelley, is requesting
conditional use permit approval for a waiver to reduce the front and rear setbacks within
Banbury Meadows Subdivision No. 8. The 11.81 -acre site is generally located on the west
side of South Chipper Way approximately 50 -feet north of the intersection of South Chipper
Way and West Oakhampton Drive.
Villegas makes a motion to approve the consent agenda as presented. Seconded by
Guerber. ALL AYES... MOTION CARRIES.
4. UNFINISHED BUSINESS: NONE
PUBLIC HEARINGS:
A. RZ-08- 15IPP -08 -15 — Redstone Ranch Subdivision -- A Team Consultants: A Team Land
Consultants, represented by Steve Arnold, is requesting a rezone from R -3 (Residential) to
MU -DA (Mixed Use with a development agreement [in lieu of a PUD]) and preliminary plat
approvals for Redstone Ranch Subdivision, a 109 -lot (99- buildable and 10- common)
residential subdivision. The 10.06 -acre site is generally located on the north side of Hill
Road approximately 400 -feet west of the intersection of Hill Road and State Highway 55.
Chairman Wright introduces the item.
Steve Arnold, 1785 Whisper Cove, Boise, Idaho 83709. Arnold gives a brief overview of the
application.
City Planner, Mike Williams, gives a detailed overview of the application.
Chairman Wright opens the Public Hearing.
Robert Grubb, 2400 Hill Road, Eagle, Idaho 83616. Grubb requests language in the development
agreement that would restrict R -20 in the mixed use zone and not allow for four- plexes, six -
plexes, or apartments.
Steve Deckers, 2249 Dicky Circle, Eagle, Idaho. Deckers likes the requested ITD site
improvements. Deckers requests an additional clause that would state the primary intent of the

property shall be for an owner occupied, single family dwelling, and a creation of an apartment
complex is not permitted. Deckers also recommends getting closer to seventy percent lot
coverage and reducing the total number of lots to eighty.
Bob Norton, 2528 East Sadie Drive. Norton approves the development but in the best interest of
the residents of Arbor Ridge, that the developer should take care of the 1.4 acres of ITD land.
Cindy Maestas, 2422 Hill Road. Maestas has nothing against the development but has some
concerns with potential trespassers and theft on her property. Maestas is proposing a lot line
adjustment to extend her property to the edge of the hill to continue to keep her property private.
The applicant provides rebuttal and addresses the concerns from the public testimony.
Chairman Wright closes the Public Hearing.
General discussion amongst the Commission regarding the application.
Wright makes a motion to recommend for approval item SA RZ^08- 15 /PP -08 -15 —
Redstone Ranch Subdivision with the following changes:
Under staff recommendations for the Rezone under item 3.9 the maximum lot coverage
should be changed from 60 percent to 70 percent. Under site specific conditions of approval
specifically approval number 10 changing vertical curbing to rolled curbing. Then I believe
the rest of the motion should be in the development agreement that recommend additional
language to be included to restrict the building of the gazebo on top of the hill and also to
require the building of a fence with the cost to be worn by the developer for said fence and
in addition to that additional Ianguage to be included in the development agreement
clarifying further development past what we are recommending tonight which is 10 units
roughly per acre. Seconded by Guerber. Discussion. Wright amends the motion to include
additional language: An effort made by the City to look for other cost saving and/or ability
to help fund or assist with that using potentially park impact fees and indicate a desire for
the City to potentially looking for offsets for imposing the ITD lot condition. Amended
motion seconded by Guerber. ALL AYES... MOTION CARRIES.

Wright enquires about the order of presentations. Wright, Guerber, and Villegas prefer that the
applicant presentation go first.
Guerber will represent the Planning and Zoning commission for the Comprehensive Plan Review
committee.

Villegas moves to adjourn. Seconded by Guerber. ALL AYES... MOTION CARRIES.
Hearing no further business, the Commission meeting adjourned at 8:51 p.m.
