Minutes - 2016 - Planning & Zoning - 02/01/2016 - Regulare e THE CITY OF EAGLE PLANNING AND ZONING COMMISSION February 1, 2016 Minutes 1. CALL TO ORDER: Meeting called to order at 6:00 p.m. 2. ROLL CALL: Present: SMITH, KOELLISCH, VILLEGAS, GUERBER, and WRIGHT. A quorum is present. 3. CONSENT AGENDA: ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of January 4, 2016. Smith makes a recommendation to approve the minutes of January 4th, 2016 as written. Guerber is abstaining from the vote. Seconded by Villegas. ALL AYES... MOTION CARRIES. 4. UNFINISHED BUSINESS: 5. PUBLIC HEARINGS: A. CU -10-15 — Front and Rear Yard Setback Waiver — Tahoe Homes: Tahoe Homes, represented by Amy Kelley, is requesting conditional use permit approval for a waiver to reduce the front and rear setbacks within Banbury Meadows Subdivision No. 8. The 11.81 - acre site is generally located on the west side of South Chipper Way approximately 50 -feet north of the intersection of South Chipper Way and West Oakhampton Drive. Amy Kelly, 367 North Lost Canyon Way, Eagle. Kelly gives a brief overview of the application. City Planner, Mike Williams, gives a detailed overview of the application. Chairman Wright opens the Public Hearing. Carlene Canfield, 2100 West Clearvue Court, Eagle, Idaho. Canfield does not oppose the setback request but is concerned with road access to her property. The applicant provides closing comments. Chairman Wright closes the Public Hearing. General discussion amongst the Commission regarding the application. Smith makes a motion to recommend for approval Item 5a which is CU -10-15 — Front and Rear Yard Setback Waiver for Tahoe Homes. Seconded by Koellisch. ALL AYES... MOTION CARRIES. 13. RZ-08-151PP-08-15 — Redstone Ranch Subdivision — A Team Consultants: A Team Land Consultants, represented by Steve Arnold, is requesting a rezone from R-3 (Residential) to MU -DA (Mixed Use with a development agreement [in lieu of a PUD]) and preliminary plat approvals for Redstone Ranch Subdivision, a 109 -lot (99 -buildable and 10 -common) Pagel of 2 ICW& MINUTES%2016WZ-02-01-16n in.doe Sp N residential subdivision. The 10.06 -acre site is generally located on the north side of Hill Road approximately 400 -feet west of the intersection of Hill Road and State Highway 55. City staff is re -noticing this application for February 1611, 2016. 6. NEW BUSINESS: NONE 7. REPORTS: A. Commission: Councilmember Soelberg gives an update on new procedures for staff and the distribution of the City Council packets. B. City Attorney: Governor Otter appointed Susan Buxton as the head of Human Relations for the State of Idaho and will be leaving the firm effective March 1st. C. Staff: Application overviews from the previous City Council meeting. 8. ADJOURNMENT: Smith moves to adjourn. Seconded by Guerber. ALL AYES... MOTION CARRIES.
