1. CALL TO ORDER: Meeting called to order at 6:00 p.m.
2. ROLL CALL: Present: SOELBERG, KOELLISCH, AND SMITH. Absent: VILLEGAS AND
WRIGHT. A quorum is present.
3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of February 17, 2015.
B. Findings of Fact and Conclusions of Law for CPA-04-14/RZ-07-14 — Comprehensive
Plan Map Amendment from Residential Four to Mixed Use and Rezone with a
Development Agreement from R-4 (Residential) to MU-DA (Mixed Use with a
development agreement) — Javo Development, Inc.: Jayo Development, Inc., represented
by Shawn Nickel with SLN Planning, is requesting a Comprehensive Plan Map Amendment
from Residential Four to Mixed Use and rezone with a development agreement from R-4
(Residential)to MU-DA(Mixed Use with a development agreement in lieu of a PUD) for the
allowance of six (6) patio homes. The 0.88-acre site is located on the south side of West
Floating Feather Road at 135 West Floating Feather Road.
C. Findings of Fact and Conclusions of Law for RZ-20-06 MOD2 — Bel Air Eagle —
American Communities: American Communities, represented by Dave Yorgason with Tall
Timber Consulting, is requesting a development agreement modification to allow for a multi-
family development consisting of 14-buildings (13-multi-family buildings containing 300-
dwelling units and one (1) club house) including a height exception to 45-feet for the multi-
family buildings. The 22.17-acre site is generally located at the southwest corner of West
Old Valley Road and North Linder Road.
Soelberg moves to approve the consent agenda as presented. Seconded by Smith. ALL AYES...
MOTION CARRIES. Smith abstains from voting as he was absent at the last meeting.
4. UNFINISHED BUSINESS: NONE
5. PUBLIC HEARINGS:
A. A-06-14/RZ-07-14/PP-03-14 — Eaglefield Village Subdivision — Coleman Homes, LLC.:
Coleman Homes, LLC, represented by Becky McKay with Engineering Solutions, LLP, is
requesting an annexation, rezone from RUT (Rural-Urban Transition — Ada County
designation) to MU-DA (Mixed Use with a development agreement in lieu of a PUD), and
preliminary plat approvals for Eaglefield Village Subdivision, a 39-lot (31-buildable, 1-
future development, and 7-common) residential subdivision. The 9.83-acre site is generally
located on the north side of State Highway 44, west of Linder Road, at the western terminus
of W. Escalante Drive.

Becky McKay, 1029 N. Rosario, Meridian. Ms. McKay gives an overview of the application. She has
reviewed the staff report and requests that Site Specific Condition 6 be removed. Site Specific Condition
9, add the wording with fire department approval. Site specific condition 7, have a 20 foot landscape
buffer adjacent to the collector. And condition 3.8 be removed from the Development Agreement.
Smith has worries regarding the canal. He recommends a fencing system be put in place for safety
purposes.
McKay is in agreement and will make that recommendation to her client.
City Planner, Kristy Heller, gives a brief overview of the application and justification to staff's
recommendations.
General discussion amongst the Commission, City Attorney, and City Staff regarding condition 3.8.
Vice Chairman Koellisch opens the Public Hearing.
Michael Lyons, 5343 W. Demison Court, lives on the north edge of this development. He is uncertain of
what a Mixed Used with a Development Agreement is. He has concerns regarding the placement of the
road,noise and light issues.
Pamela Eldridge, 5316 W. Demison Court, reads a letter into the record that addresses her concerns
regarding the lack of landscape buffer adjacent to the existing residential homes to the north.
Becky McKay provides a rebuttal and clarity to the concerns that were addressed tonight.
Vice Chairman Koellisch closes the Public Hearing.
General discussion amongst the Commission regarding the application.
Soelberg moves to recommend for approval A-06-14/RZ-07-14/PP-03-14 — Eaglefield Village
Subdivision— Coleman Homes, LLC. I would like to recommend for approval the issue before us
with the following changes to staff recommendations. 3.1, maximum density for the property shall
be 3.5 dwelling units per acre. Change to staff recommendation 3.4, building setbacks shall be as
follows; setbacks be measured from the property line front 15 feet-living area 25 feet-garage.
Change made to site specific condition of approval#7, provide a revised preliminary plat showing
a minimum 20 foot landscape buffer on the south side of Escalante Drive and a 13 foot wide
landscape buffer on the north side of Escalante Drive. City Attorney: I believe you want to strike
condition 6 and 7 would not be a revised preliminary plat because you are actually taking the one
they are presenting to you. You would strike 6 and then 7 you would just change to show that the
buffer would be 20 feet on the south and 8 feet on the north.Koellisch: Do we have to do a separate
motion because it is an Annexation? City Attorney: Let's do a separate motion for the annexation
and go into the details.
Koellisch moves to recommend for approval the annexation reference A-06-14/RZ-07-14 with the
said changes. Seconded by Soelberg.ALL AYES... MOTION CARRIES.
Soelberg moves to recommend for approval A-06-14/RZ-07-14/PP-03-14 — Eaglefield Village
Subdivision. The following changes to 3.1 to be moved to 3.5 maximum dwelling units per acre.3.4,
front setback to be 15 feet. Strike Site Conditions of Approval#6 and#7.Discussion.
Soelberg: The motion is to change the Site Specific Conditions of Approval. Striking site specific
condition #6 and changing site specific condition #7 to reflect a 20 foot southern border of
Escalante Drive landscape buffer and a 13 foot landscape buffer north of Escalante Drive. With
the change made to site specific condition#9 to include language that complies with Eagle City Fire
Department. I would also like to add another Site Specific Condition called Site Specific Condition
#22 that will have the developer install some type of gating between the open area access to
Middleton Mill Canal as part of it. Seconded by Smith.ALL AYES... MOTION CARRIES.

6. NEW BUSINESS:
A. City Comprehensive Plan Review Committee: Selection of a member of the Eagle
Planning and Zoning Board to represent outreach with citizens and property owners to
establish a list of potential issues and concerns to be considered for inclusion in a potential
re-write of the City's Comprehensive Plan.
General discussion amongst the Commission regarding the City Comprehensive Plan Review Committee.
Soelberg moves to table this item until all of the Commissioners can be in attendance. Seconded by
Smith.ALL AYES... MOTION CARRIES.
7. REPORTS:
A. Commission: Commissioner Smith comments about the dark lighting behind Dickey's
Barbecue Pit and the activity at the old Chevron building. Soelberg recommends that the
Commission tighten up their professionalism in terms of how they conduct their meetings.
B. City Attorney: Deliberation should be reserved until the end.
C. Staff: NONE
8. ADJOURNMENT:

RE: Agenda for Eaglefield Village Subdivision — Coleman Homes, LLC. Represented by Becky
McKay with Engineering Solutions, LLP.
Honorable Commissioners, Ms. Becky McKay, Mr. Thomas Coleman:
Thank you for the opportunity to comment on the application submitted by Coleman Homes,
LLC, for the Eaglefield Village Subdivision, a 39 -lot development on 9.38 acres in The Preserve
Subdivision, to the City of Eagle Planning and Zoning Commission.
The plat included in the Legal Notice to Property Owners, dated February 12, 2015, shows the
road running directly behind the houses on Demison Court, without providing a privacy berm or
noise abating landscaping. The Preserve Subdivision, as it is currently landscaped, is a beautiful
community. However, the preliminary plat shows there is very little planned landscaping when it
comes to the back of the greenbelt area, exposing the back of homes on Demison Court to
vehicle noise and pollution.

discussion on the left behind the
bramble bush. It is desired that
Coleman Homes, LLC, add
landscaping between the new
development road and the greenbelt
comprised of a mix of conifer and deciduous trees and low shrubs be included in the plan to
create a pleasing environment, provide noise abatement and privacy. You can see how flat the
landscape is where the proposed road will go and imagine how beautiful landscaping will add to
the value of the community.
No one objects to Coleman Homes building on this property; it was expected and known at the
time of our purchase. However, we fully desire it to look like the rest of the subdivision and fit in
with design and character and landscaping.
