Minutes - 2015 - Planning & Zoning - 02/02/2015 - Regular THE CITY OF EAGLE PLANNING AND ZONING COMMISSION February 2,2015 Minutes 1. CALL TO ORDER: Meeting called to order at 5:58 p.m. 2. ROLL CALL: Present: SOELBERG, KOELLISCH, AND WRIGHT. Absent: VILLEGAS AND SMITH. A quorum is present. 3. CONSENT AGENDA: • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion unless specifically stated otherwise. Findings of Fact and Conclusions of Law for PPUD-03-14/CU-06-14/PP-09-14 - Snoqualmie Falls Subdivision No. 6 - Horseshoe Flats, LLC: Horseshoe Flats, LLC, represented by Ben Thomas with Civil Innovations, PLLC, is requesting conditional use permit, preliminary development plan, and preliminary plat approvals for Snoqualmie Falls Subdivision No. 6, a 196-lot (176 buildable and 20 common) residential planned unit development. The 105.65-acre site is generally located south of Floating Feather Road, between Linder Road and Palmer Lane at the terminus of West Signature Drive. Where As: Where As: American Communities is a multi -family developer and is the applicant for a multi -family development in the City of Eagle called Rel Air Eagle. Bel Air Eagle is located on the Southwest corner of Old Valley Road and Linder Road, Eagle, Idaho. Their local representative is David Yorgason. ICR / Level 3 Development, represented by Mike Dixon, is the developer of the subdivision that is west of Bel Air Eagle called Riverwalk and they still own several Tots in Riverwalk. Mr. Dixon has also developed multi -family developments, and with this knowledge and experience he understands parking ratios and other necessary components for a successful multi -family development. The two parties of this agreement worked together and agree to the following changes or conditions to 13d Air Eagle. 1. Building 135 in the Bel Air Eagle Concept Ilan will be setback 60 feet from the west boundary for any portion of the building that is 2 -stories tall and setback 80 feet for any portion of the building that is 3 -stories tall. 2. The parking ratio in Bel Air Eagle will be a minimum 1.80 parking stalls per unit. (f-ICR / Level 3 supports n pcirking reduction in Bel Air Eagle to 1.80 in exchange for additional open space. Both parties agree that no more units will be added, 1.80 parking ratio is adequate and added open space will benefit both communities) 3. The landscaping will be heavy between Bel Air Eagle Building B5 and Riverwalk Lots 11, 12 and 13. 4. HCR / Level 3 will be compensated for the cost to exchange 87 feet of fence from open fence to solid fence along Lot 10.
