Minutes
1. CALL TO ORDER: Meeting called to order at 6:03p.m.
2. ROLL CALL: Present: SMITH, VILLEGAS, ROEHLING, KOELLISCH, WRIGHT. A
quorum is present.
Commissioner Villegas would like to have a motion to amend the agenda to add election of officers as
both Tanner and Aizpitarte held chairman and vice-chairman previously and they are no longer on the
Commission.
Smith moves to add to the election of officers to the agenda. Seconded by Roehling. ALL
AYE...MOTION CARRIES.
3. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of September 16,2013.
Smith moves approve the minutes of September 16, 2013 as presented. Seconded by
Roehling. ALL AYE...MOTION CARRIES.
B. Minutes of October 7,2013.
Roehling moves to approve the minutes of October 7, 2013 as presented. Seconded by
Smith. ALL AYE...MOTION CARRIES.
C. Findings of Fact and Conclusions of Law for A-03-13/RZ-04-13/CU-05-13/PPUD-05-
13/PP-09-13-Lanewood No.2 Planned Unit Development-Lanewood Eagle,LLC:
Lanewood Eagle LLC, Represented by Shawn Nickel with SLN Planning, is requesting an
annexation, rezone from R2 (Residential—Ada County Designation)to R-3-DA-P(Residential
up to three units per acre with a development agreement PUD), Conditional use, preliminary
development plan, preliminary plat approvals for Lanewood Subdivision No. 2, a 158-lot(142
buildable and 16 common) residential subdivision.
Smith moves to approve Findings of Fact and Conclusions of Law for A-03-13/RZ-04-
13/CU-05-13/PPUD. Seconded by Roehling. ALL AYE....MOTION CARRIES.

4. UNFINISHED BUSINESS: NONE
5. PUBLIC HEARINGS:
A. A-04-13/RZ-05-13/PP-10-13—Castle Rock Subdivision-Hammett Homes: Hammett Homes,
represented by Dave Yorgason with Tall Timber Consulting, is requesting an annexation, rezone
from RUT(Rural-Urban Transition—Ada County designation)to R-E-DA(Residential-Estates—up
to one(1) unit per two(2)acres with a development agreement), and preliminary plat approvals for
Castle Rock Subdivision, a 6-lot(5 buildable, 1 common [private road]) residential subdivision. The

10.04-acre site is generally located on the east side of North Meridian Road appro imately 940 feet
north of West Floating Feather Road.
The applicant has requested this item be continued to the next regular meeting.

Homes to date certain November 4,2013. Seconded by Smith. ALL AYE...MOTI ON CARRIES.
B. ZOA-02-13—Personal Wireless Facilities—City of Eagle: An Ordinance A ending Eagle
City Code Title 8 "Zoning", Chapter 1 "Zoning Interpretation And Definitions", Section 2 "Rules
And Definitions", And Chapter 3 "Performance Standards", Section 5 "Unique La d Uses",
Paragraph S "Personal Wireless Facilities, Spires, Poles, Antennas, Steeples, Towers, And Other
Such Structures", And Chapter 2 "Zoning Districts And Map", Section 3 "Official Schedule Of
District Regulations"; And Providing An Effective Date.
Commissioner Villegas introduces the item.
Zoning Administrator Vaughan introduces the item and reviews the zoning ordinance .mendment.
City Attorney, Cherese McClain provides comment to clarify text within the propose,' zoning ordinance
amendment.
Discussion.
Roehling moves to continue ZOZ-02-13 to November 4, 2013. Seconded by I oellisch. ALL
AYE...MOTION CARRIES.
6. NEW BUSINESS:
A. Election of Officers:Discussion of positions available.
Villegas moves to nominate Commissioner Roehling as Chairman. Seconded by Smith. ALL
AYE...MOTION CARRIES.
Villegas moves to nominate Commissioner Wright as Vice-Chairman. ALL AYE...MOTION
CARRIES.
