Minutes
1. CALL TO ORDER: Meeting called to order at 6:00 pm.
2. ROLL CALL: Present: TANNER, ROEHLING, AIZPITARTE, SMITH, VILLEGAS. All
present. Tanner leaves the meeting at 6:35 pm.
3. ELECTION OF CHAIRMAN AND VICE CHAIRMAN:
Aizpitarte moves to nominate Victor Villegas for Chairman. Seconded by Smith. ALL
AYE...MOTION CARRIES.
Tanner nominates Aizpitarte for Vice-Chairman. Seconded by Smith. ALL
AYE...MOTION CARRIES.
4. CONSENT AGENDA:
A. Minutes of November 7,2011.
Smith moves to approve the minutes of November 7,2011 as written. Seconded by
Roehling. ALL AYE...MOTION CARRIES. Villegas abstains from motion as he was
not present at the November 7, 2011 meeting.
5. UNFINISHED BUSINESS: NONE
6. PUBLIC HEARINGS:
A. A-01-11/RZ-02-11 Annexation and Rezone From RUT (Rural—Urban
Transition—Ada County designation) to R-E-DA (Residential—Estates with a
Development Agreement)-David and Linda Wilhite: David and Linda Wilhite,
represented by Shawn Nickel with SLN Planning, are requesting approval of an
annexation and rezone from RUT (Rural—Urban Transition-Ada County
Designation)to R-E-DA (Residential-Estates-one unit per two acres with a
development agreement). The 10-acre site is located 360-feet south of Beacon Light
Road and 800-feet east of Ballantyne Lane at 1655 West Beacon Light Road. This
item will not be heard on this date. It will be re-noticed for a future meeting.

B. ZOA-03-11 —Zoning Ordinance Amendment—Ordinance 665: An ordinance of
the City Of Eagle, Ada County Idaho, repealing Title 8 "Zoning", Chapter 2 "Zoning
Districts and Map", Article A "Design Review Overlay District", Section 8 "Sign
Regulations"; and enacting a new Section 8 "Sign Regulations"; providing a
severability clause; and providing an effective date.
The proposed ordinance amendment repeals the existing sign code and provides new
criteria for business signage approval within the City.
Chairman Villegas opens the public hearing for ordinance 665. Zoning administrator
Vaughan addresses the commission and gives a brief overview of this ordinance.
Mark Butler, 1640 W. Washam Road addresses the commission and changes that this
ordinance brings forward.

Discussion with commission regarding changes presented, ideas/concerns they may
have.
Gretchen Gilbert, 148 N. Second Street, Eagle Chamber of Commerce addresses the
commission and thanks them for their time and input.
Craig Driver, 850 W. Main Street, is pleased that Eagle is looking to make signage
easier to get through the process.
Scott Schneider, Gardner Company, 850 W. Main Street, advocates to have sign
changes made, making signage bigger and better in Eagle.
Aizpitarte moves to continue this item to the January 17,2012 Planning
&Zoning meeting with the public hearing left open. Seconded by Villegas. ALL
AYE...MOTION CARRIES.
C. ZOA-04-11 –Zoning Ordinance Amendment–Ordinance 667: An ordinance of
the City Of Eagle, Ada County Idaho, amending Title 2 `Boards and Commissions",
Chapter 2 "Design Review Board", Sections 1, 2, 3, 4; and amending Title 8 "Zoning",
Chapter 2 "Zoning Districts and Map", Article A"Design Review Overlay District",
Sections 3, 9, 13, 16; and amending Chapter 5 "Nonconforming Uses", Section 2;
providing a severability clause; and providing an effective date.
The proposed ordinance amendment clarifies the duties and authorities of the Design
Review Board and Zoning Administrator, provides for administrative level design
review applications and includes additional provisions for Board level applications.
The ordinance amendment also changes design review application, modification
application, and appeal application processing requirements and provides new criteria
for changes to nonconforming uses.
Chairman Villegas opens the public hearing and reads ZOA-04-11.
Mark Butler, 1640 W. Washam Road, addresses the commission and discusses
ordinance 667.
Smith suggests changes to this ordinance, Zoning Administrator Vaughan and City
Attorney Buxton address these changes.
Jeff Hubert, White Leasure Development Company, feels it is refreshing to see stream
line processing being moved ahead with.
Discussion.

meeting with the public hearing left open. Seconded by Smith. ALL

7. NEW BUSINESS:
A. Minutes of November 7, 2011.
This item was moved to the consent agenda.
8. REPORTS:
A. Commission: Report on Planning & Zoning Commissioner training held in
November at the Double Tree Riverside.—Change location to Hilton Garden Inn in
Boise, per Commissioner Smith. Smith attended this training and would like to have his

documents copied and distributed to the rest of the commission.
B. City Attorney: Regular/special meeting and stipend paid to commissioners.
C. Staff: Zoning Administrator Vaughan, visit with Idaho Business Review staff and
possible changes to sign ordinances. Stillwater Grant application.
