1. CALL TO ORDER: Meeting called to order at 6:00 p.m.
2. ROLL CALL: Present: TANNER, ROEHLING, SMITH, VILLEGAS. Absent:
AIZPITARTE. A quorum is present.
3. APPROVAL OF MINUTES:
A. Minutes of September 6,2011.
Roehling moves to approve the minutes of September 6, 2011 as presented. Seconded by Tanner.
THREE AYE... ONE ABSTAIN (VILLEGAS)...MOTION CARRIES.
Villegas abstains as he was absent from that meeting.
4. UNFINISHED BUSINESS: NONE
5. PUBLIC HEARINGS:
A. Update and Amendments to Development Impact Fee Study and Capital Improvement Plan—
City of Eagle: The purpose of the hearing is to consider the City of Eagle Impact Fee Advisory
Committee's recommendation to adopt Resolution 11-24; an update to the "City of Eagle Development
Impact Fee Study" which includes the Eagle City Capital Improvements Plan entitled"Update And
Amendment To Development Impact Fee Study&Capital Improvements Plan" dated August 2011. The
City shall make available to the public, upon request, a copy of the proposed impact fee study and capital
improvements plan including land use assumptions. Any member of the public affected by the impact fee
study and capital improvements plan shall have the right to appear at the public hearing and present
evidence regarding the proposed amendments. The Planning and Zoning Commission shall review and
make recommendations to the City Council.
Chairman Smith introduces the item.
Public Works Director Michael Echeita, states that this has been a year long process during which time
the Eagle Park and Pathways Development Committee and Eagle Development Impact Fee Advisory
Committee have worked diligently. The process was guided with a considerable amount of assistance
from the City Attorney and City Engineer. These efforts have resulted in the amendment that is
presented tonight for consideration. Director Echeita introduces Vern Brewer with Holladay
Engineering.
Vern Brewer,with Holladay Engineering Company reviews the data that was collected and analyzed that
resulted in the proposed amendment. A copy of the PowerPoint presentation is attached to the minutes.
An approximate 25% reduction in park impact fees is being proposed. A history of the park land deficit
that the City initially encountered and an explanation of the current land surplus are reviewed.
Discussion between Commissioners and Mr. Brewer. Discussion regarding fee calculations, service level
determinations, park development cost determination levels and park amenities. The Commission would
to review the 1999 Hoffman Study, as well as see the resolution that will be presented to Council for
consideration.

Chairman Smith states he will entertain a motion to either approve or deny the Development Impact Fee
Advisory Committees impact fee update and accompanying capital improvements plan for 2011.
Roehling moves to recommend for approval the update and amendments to Development Impact
Fee Study and Capital Improvement Plan. Seconded by Smith. Discussion. Roehling amends his
motion to recommend to the Council that they obtain a professional opinion of value,and obtain
service levels for surrounding communities. Second concurs. ALL AYE...MOTION CARRIES.
B. CU-03-11 —Childcare Facility(Daycare Center)—Just Like Home Family Daycare,LLC.: Just
Like Home Family Daycare, LLC, represented by Amanda Collins, is requesting conditional use permit
approval to operate a childcare facility(daycare center). The 0.47-acre site is located on the south side of
West State Street approximately 100-feet west of South Kestrel Place at 333 West State Street.
Chairman Smith introduces the item.
Amanda Collins 2507 E. Colwyn Ct. Eagle, Idaho. Ms. Collins reviews her application to open a small
daycare center at 333 W. State Street. Ms. Collins reviews her plan for the facility. Ms. Collin's only
concern is with the number of parking spaces that is required by City Code that staff delineates in the
staff report.
Zoning Administrator Vaughan reviews the staff report. Discussion regarding parking criteria as
established in Eagle City Code and the analysis associated with various parking needs of businesses.
Smith opens the public hearing.
Ms. Collins addresses questions regarding parking. She currently runs an in home daycare, and with
staggered drop offs there is very little back up with parking. It is usually a quick drop off and pick up
when the parents are swinging by the business. Discussion.
Smith closes the public hearing.
Smith moves to approve item 5B,CU-03-11 —Childcare Facility(Daycare Center)—Just Like
Home Family Daycare,LLC. Seconded by Tanner. Discussion. Smith amends his motion to
include transferring one non-conforming use to another non-conforming, recommending to the
Council that no Design Review application be required. Second concurs. ALL AYE...MOTION
CARRIES.
6. NEW BUSINESS: NONE
7. REPORTS:
A. Commission: The Commission sings happy birthday to Commissioner Tanner.
B. City Attorney:
C. Staff: Vaughan reviews that recent land use planning fee schedule that was approved by the
City Council.
8. ADJOURNMENT:

Impact Fee Reduction $ 437.85
• Reduction is possible due to three factors:
— Lower average cost per acre based on park component history,
— Credit for surplus developed park acreage, and
— Credit for surplus of undeveloped park land.
• Park deficiency has been eliminated and does not require
support from General Fund revenues.

The 2011 Update calculation is based on four components:
1. Projected population growth through 2031 (4 39%/yr),
2. Primary function of new parks and requisite amenities or components,
3. Cost to acquire and construct each park less applicable credits, and
4. Average occupants per dwelling unit (2010 Census).
Considerations unchanged from 1999 Hofman Study and 2004 Update:
1. Levels of use and target Level of Service,
2 Demand (per capita) for improvements, and
3 Funding sources and financial analysis.
