Minutes - 2010 - Planning & Zoning - 09/20/2010 - Regular THE CITY OF EAGLE PLANNING AND ZONING COMMISSION September 20, 2010 Minutes 1. CALL TO ORDER: Meeting called to order at 6:32 p.m. 2. ROLL CALL: Present: TANNER, ROEHLING, AIZPITARTE, SMITH. Absent: VILLEGAS. A quorum is present. 3. CONSENT AGENDA: . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of Aueust 16.2010. B. Minutes of September 1. 2010. Roehling and Smith recuse themselves from item 3A as they were not in attendance at the August 16th meeting. Aizpitarte moves to approve the minutes of August 16, 2010 as presented. Seconded by Tanner. TWO AYE...TWO ABSTAIN..MOTION CARRIES. Roehling moves to approve the minutes of September 1, 2010 as presented. Seconded by Aizpitarte. ALL A YE...MOTION CARRIES. 4. UNFINISHED BUSINESS: NONE 5. PUBLIC HEARINGS: A. PPIFP-01-10 & V-01-10 - Combined Preliminary and Final Plat and a Variance for a Private Street for M3lHanson Subdivision - M3 Companies. LLC: M3 Companies, LLC, represented by Shawn Nickel with Stanley Consultants, Inc., is requesting combined preliminary plat and final plat approval for M3-Hanson Subdivision, a five (5) lot residential subdivision (4-residential, I-private street) and a variance to allow for a private street within the subdivision. The 24.22 - acre site is generally located on the west side of North Hartley Road approximately 0.8 miles north of West Beacon Light Road. This item will be rescheduled/or a public hearing/or a/uture date. Chairman Roehling introduces the item. Chairman Roehling moves to remand this item back to staff to be heard after it has been noticed for a future meeting date. Seconded by Smith. Discussion. ALL AYE...MOTION CARRIES. B. CPA-01-10 - Comprehensive Plan Map and Text Amendment - Downtown Eaele Subarea Plan: The City of Eagle is proposing a Comprehensive Plan Map and Text Amendment for the "Downtown Eagle Subarea Plan." The plan includes text changes and changes to the Future Land Use Map for +/- 340 acres from Central Business District, Residential Four (four (4) units per acre), Mixed Use, and Commercial to "Downtown." The +/-340-acre subarea is generally located north of the State Highway 44 Bypass, south of the Dry Creek Canal, west of Edgewood Lane, and east of Taylor Street. The changes are more specifically described in the application on file at the City of Eagle or on the City's website at Page I of2 K:IP&Z\MINUTESITemporary Minutes Worlk AreaIPZ-09-20-1 Omin.doc www.citvofeagle.org. Chairman Roehling introduces the item. City Planner Baird Spencer reviews the downtown plan. The powerpoint presentation associated with the review is attached to the minutes. Planner Baird Spencer reviews the time line for the downtown planning process that is being presented to the Commission tonight. The result of the community input consisted of several points including the desire that State Street be pedestrian friendly, the highest intensity of uses should be focused along the State Highway 44 Bypass, an emphasis on the importance of connectivity to the downtown. Discussion. Chairman Roehling opens the public hearing. Joe Deibner 942 S. Island Glenn Way Eagle, Idaho. Mr. Deibner is also the Chairman of the Eagle Chamber of Commerce Economic Development Committee. This has been a good process with Planner Baird Spencer and this plan has been greatly communicated. The extensive input from the public was one of the great aspects of this plan, and the fact that their comments were included and incorporated into the plan is outstanding. Mr. Deibner is supportive of the efforts and the plan that is before the Commssion tonight. Terry Sayer inquires as to the Ballantyne realignment time:line. Chairman Roehling closes the public hearing. Aizpitarte moves to recommend for approval CPA-01-10 - Comprehensive Plan Map and Text Amendment - Downtown Eagle Subarea Plan. Seconded by Tanner. Downtown should be the economic center of the community; 3. Highest Intensity of uses should be focused along the SH 44 Bypass. Connectivity to downtown was important. (pedestrians, bikes, & vehicles) Height is less of an issue than context. Increased density is ok in the downtown area. Plan Vision The Downtown Eagle Area will function as a regional center for destination retail, cultural, education, government, office, and residential uses. It will have a vital retail core that transitions in use and character to healthy and inviting residential areas and adjoining employment areas. In addition to serving as a regional center, the Downtown Eagle Area will provide neighborhood -serving uses that help meet the daily needs of its residents and employees. The Downtown Eagle Area will be dependent on ongoing reinvestment and compatible redevelopment that reinforces the community's vision for a vibrant community and regional center.
