1. CALL TO ORDER
2. ROLL CALL: Present: TANNER, ROEHLING, AIZPITARTE, SMITH, VILLEGAS. A
quorum is present.
Tanner moves to hear new business items prior to the public hearing items. Seconded by
Aizpitarte. ALL AYE...MOTION CARRIES.
A. Findin!!s of Fact and Conclusions of Law for A-5-09 & RZ-6-09 Annexation and Rezone
From RUT (Rural- Urban Transition - Ada County desi!!nation) to A-R-DA (A!!ricultural
- Residential with a Development A!!reement) - Ron Sali: Ron Sali, represented by Doug
Russell with The Land Group, Inc., is requesting approval of an annexation and rezone from
RUT (Rural-Urban Transition-Ada County Designation) and A-R (Agricultural-Residential- up
to one unit per five acres) to A-R-DA (Agricultural-Residential - up to one unit per five acres
with a development agreement). The 65. 14-acre site is generally located on the south side of W.
Mace Road approximately 1.47 miles west ofS. Eagle Road. (WEV)

minutes of July 6, 2009 as presented. Seconded by Roehling. . FOUR AYE...AIZPITARTE
ABSTAINS ...MOTION CARRIES.

4. PUBLIC HEARINGS:
A. CPA-07-08 & A-05-08 & RZ-Oll-08 - Comprehensive Plan Map & Text Amendment From
Public/Semi-Public and Transitional Residential To Mixed Use. Professional Office. and
Transitional Residential And Annexation and Rezone with a Development A!!reement for
Wilson Properties L.P. - Wilson Properties L.P./Wilson Holdin!!s LLC: Wilson Properties
L.P. and Wilson Holdings, LLC, represented by Gene Shaffer with CSHQA, is requesting a
Comprehensive Plan Map and Text Amendment to change the land use designation on the
Comprehensive Plan Future Land Use Map from Public/Semi-Public and Transitional
Residential to Mixed Use, Professional Office, and Transitional Residential, and to amend the
language in the Rim View Planning Area; an annexation and rezone from RUT (Rural-Urban
Transition - Ada County designation) to MU-DA (Mixed Use with a development agreement)
zoning designation. The +/- 86.9-acre site is located at the northwest corner of N. Fox Run
Avenue and Chinden Boulevard (Highway 20/26) at 6479 N. Fox Run Avenue and 990 W.
Chinden Boulevard, Meridian, ill, 83646. This item was continued from the June 15, 2009
meeting.
Tanner introduces the item.
City Planner, Mike Williams discusses why staff is requesting that items A and B be remanded to
staff in an effort for the applicant to provide additional information so that staff may compile an
accurate and complete staff report. Discusses future meeting dates and agendas and current staff
workload.

appreciates the cooperation and efforts of staff on this complex application. Mr. Banks discusses
meeting dates that the applicant would be unavailable.
Dave Y orgason representing Capital Development Inc., agrees with Mr. Banks and staffs comments
and is amiable to any date that is agreed upon.
Discussion amongst the Commission.
Tanner moves to remand items 4 A and B as set for on the agenda of July 13, 2009 to be set on
a date that the staff reports and completed and meeting notices are sent out. Seconded by Aiz.
Villegas abstains. ALL AYE...MOTION CARRIES.
B. A-04-09 & RZ-04-09 - Annexation and Rezone From RUT (Rural-Urban Transition - Ada
County Desi!!nation) to MU-DA (Mixed Use with a Development A!!reement) for Capital
Development. Inc. - Capital Development. Inc.: Capital Development, Inc., represented by
Dave Y orgason is requesting approval of an annexation and rezone from RUT (Rural-Urban
Transition-Ada County Designation) to MU-DA (Mixed Use with a development agreement).
The 110.56-acre site is generally located on the west of S. Meridian Road and the north side of
W. Chinden Boulevard (Highway 20/26) approximately 835 feet west of S. Meridian Road. This
item was continued from the June 15, 2009 meeting.

Tanner moves to adjourn. Seconded by Aizparte. ALL A YE...MOTION CARRIES.
