1. CALL TO ORDER: Meeting called to order at 6:00 p.m.
2. ROLL CALL: Present: ZASTROW, ASPITARTE, PIERCE, Absent: FELIX, McCarrel
3. CONSENT AGENDA:
. Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Chairman, a Commissioner, member
of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in
a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findin!!s of Fact and Conclusions of Law for A-19-07/RZ-26-07 - Annexation and
Rezone from RUT to R-E-DA - Harold "Hal" and Marv Kav Bunderson: Harold "Hal"
and Mary Kay Bunderson are requesting approval of an annexation and rezone from RUT
(Rural Urban Transition-Ada County Designation) to R-E-DA (Residential-Estates-one unit
per two acres with a development agreement). The 5.33-acre site is generally located on the
north side of West River Heights Drive approximately lIS-feet west of South Winward Drive
at 5 82 West River Heights Drive.
C. Findin!!s of Fact and Conclusions of Law for A-15-07/RZ-22-07 & PP-15-07-
Annexation and Rezone from RUT to MU-DA and Preliminarv Plat for Lan!!tree
Subdivision Single-Family and Multi-Family Townhouse Residential Development Land
Associates, represented by Chris Todd with Landmark Engineering and Planning, is
requesting an annexation and rezone from RUT (Rural Urban Transition) to MU-DA (Mixed
Use with a development agreement) and preliminary plat approval for Langtree Subdivision, a
45-10t, 54-unit (33-single-family, [19 multi-family, and I-duplex, contained within 3-10ts], 9-
common) residential subdivision. The 9.57-acre site is located on the north side of State
Highway 44 (State Street) approximately I,330-feet west of Linder Road at 5342 West State
Street.
Zastrow moves to approve the Consent Agenda. Seconded by Pierce. ALL
A YES...MOTION CARRIES.
4. PUBLIC HEARINGS:
A. CU-ll-07 - Conditional Use Permit for a Youth Recreation Facilitv - The Landin!!: The
Landing, represented by Joe Bruce with Insight Architects, is requesting conditional use
permit approval to convert an existing I,695-square foot residential dwelling into a non-profit,
faith based youth recreation facility. The 0.37-acre site is located on the east side of North
Eagle Road approximately 900-feet north of State Street at 368 North Eagle Road. (TED)
This item was continuedfrom the January 28,2008, meeting.
Aizpitarte moves that CU-ll-07 - Conditional Use Permit for a Youth Recreation Facility-
The Landing be remanded to staff. Seconded by Zastrow. Discussion. ALL

B. CU-15-07 - Child Learnin!! Center Within an existin!! Multi-Tenant Office Buildin!!-
Brian Svverson and Sarah Johnson: Brian Syverson and Sarah Johnson are requesting
conditional use permit approval for an I,800-square foot child learning center within Unit 1,
Building A, ofInland Condominiums. Inland Condominiums are located on Lot 1, Block 1, of

Inland Subdivision on the south side of East Iron Eagle Drive approximately 500-feet east of
East Plaza Drive at 1107 East Iron Eagle Drive.
Aizpitarte introduces the item.
Commissioner Pierce recuses himself.
Brian Syverson, 252 N. Flower Place, gives an overview of the application. This is a preschool
not a daycare center.
Zastrow asks what the anticipated enrollment is. Syverson would like to begin enrollment in the
fall.
Mike Williams, City Staff, reviews the staff report. Stands for questions from the Commission.
Zastrow asks about parking.
Aizpitarte opens the public hearing.
No one from the public chooses to speak.
Aizpitarte closes the public hearing.
Zastrow moves to approve CU-15-07 - Child Learning Center Within an existing Multi-
Tenant Office Building - Brian Syverson and Sarah Johnson. Seconded by Aizpitarte. ALL
A YES...MOTION CARRIES.

an existin!! MuIti- Tenant Office Buildin!! - Brian Svverson and Sarah Johnson: Brian
Syverson and Sarah Johnson are requesting conditional use permit approval for an 1,800-
square foot child learning center within Unit 1, Building A, ofInland Condominiums. Inland
Condominiums are located on Lot 1, Block 1, ofInland Subdivision on the south side of East
Iron Eagle Drive approximately 500-feet east of East Plaza Drive at 1107 East Iron Eagle
Drive.
Aizpitarte moves to recommend approval the Findings of Fact and Conclusions of Law for
CU-15-07 - Child Learning Center within an existing Multi-Tenant Office Building - Brian
Syverson and Sarah Johnson. Seconded by Zastrow. ALL AYES...MOTION CARRIES.
