ROLL CALL: Present: FELIX, ZASTROW, PIERCE, ASPIT ARTE, MCCARREL, MY AC Jeremy Rousche 3. CONSENT AGENDA: · Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. · Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion unless specifically stated otherwise. 4. UNFINISHED BUSINESS: A. CPA-5-06/Z0A-3-06/A-14-06!RZ-19_06_M3 Eal!Ie - M3 Eal!le: M3 Eagle, represented by Gerry Robbins, is requesting a Comprehensive Plan Map Amendment to include +/_ 6,005- acres into the Eagle Comprehensive Plan designating the following land use and zones: 40- acres Residential Rural (up to I unit per 5-acres), 1,627-acres Residential Estates (up to I unit per 2-acres), 470-acres Residential One (up to one unit per acre), 670-acres Residential Two (up to two units per acre), 1,250-acres Residential Three (up to 3 units per acre), 670-acres Residential Four (up to four units per acre), 770-acres Village Center, 88-acres Mixed Use, with an annexation with Pre-Annexation Agreement, a rezone with a Development Agreement, Zoning Ordinance Amendment to Eagle City Code Section 8. The 27.74- acre site is located on the northeast corner of Meridian Road and Floating Feather Road more specifically described in the meets and bounds description on file at the City of Eagle. Jeff Gilbertson, the neighbor to the west, has been difficult to get a hold of. Only lives at the residence part time. To continue using this agricultural is not economically feasible for him. Under Idaho Code 67-6509(d) the commission can only make recommendations to the Future Land Use map of the City's Comprehensive Plan once every six months. With this limitation in mind staff requests that the commission open the hearing, take testimony and close the hearing on the remaining Comprehensive Plan Amendments on the May 14' 2007 and then table final action to the date determined for the Foothills applications. Once the hearings have been held for the Foothills applications (CPA-5-06, CPA-8-06, CPA-10-06, and CPA-6-07) the commission will then take action on all the map amendments at that or a future meeting. Due to the size and detail of this application staff will be prepared to provide a complete verbal overview at the hearing. I Land Use — Change to potential units, miscalculation of slopes, removal of Rural Residential area (north of Beacon Light)— now calculated at 1/5. (See attached Table.) Planned Communities- There has been significant discussion about the County plan and the inclusion of planned communities into the base densities. The most recent draft from the county establishes a density between Hwy 55 and Hwy 16 to the County line of approximately 11,000 on 32,000 acres or 1 unit/ 3.5 acres. The plan does not provide direction as to the location of higher density areas or for the overall open space design within the foothills. II. Habitat/Open Space — Minimum of 40% gross area of the foothills. Priority for 40% open space is to come from habitat, slopes, floodway. If constrained areas do not consume 40% of site. The open space overlay to provide direction to massing & connectivity within the larger regional frame work. Funding -Plan requires that developer help fund the long-term maintenance of the open space.
